The Law on Implementing Democracy at the Grassroots Level was passed by the 15th National Assembly at its 4th Session on November 10, 2022, and came into effect on July 1, 2023.
According to Nguyen Phi Hung, Standing Vice Chairman of the Vietnam Fatherland Front Committee of the province, the Law on Implementing Democracy at the Grassroots Level in 2022 contains many new and comprehensive provisions on various forms of democracy, especially democracy at the commune, ward, and town levels.
In order to monitor the implementation and promptly make suggestions and recommendations to ensure the effective deployment of the law, the Vietnam Fatherland Front Committee of the province organized a monitoring delegation to Phu Ninh and Tien Phuoc districts.
Monitoring has shown that the implementation of the Law on Grassroots Democracy is receiving attention from local authorities. Specifically, district-level People's Committees have issued plans for implementing the law, and district-level People's Councils have issued resolutions deciding on measures to ensure the implementation of grassroots democracy within their districts.
The work of disseminating information and raising awareness and responsibility among Party committees, government agencies, officials, Party members, and the people regarding the implementation of grassroots democracy has been carried out thoroughly.
Regarding the implementation of grassroots democracy, Mr. Huynh Xuan Chinh, Chairman of the Phu Ninh District People's Committee, stated that the district has been, is, and will continue to operate with the motto "listen to the people and walk alongside the people." In this, "listening to the people" is demonstrated through the frequency and number of dialogues held annually by the district's Party Secretary and Chairman.
"Currently, in some localities, there is an excessive mobilization of public resources, both in terms of labor and finances. Local authorities need to monitor and supervise this, as many places still suffer from a 'achievement-oriented' mentality..."

In addition, the district chairman and vice-chairman also organized dialogues with residents in all villages building model new rural residential areas. District leaders also held thematic dialogues with residents to address related grievances.
However, Mr. Huynh Xuan Chinh stated that the implementation of the law still faces difficulties and uncertainties. At the grassroots level, the most challenging aspect is gathering people to attend meetings as required. Often, this task has to be assigned to the Fatherland Front and other mass organizations to ensure compliance.
In reality, people are not interested in every issue; they only focus on those that directly affect their vital interests. "The role of the people as the main actors, so that 'the people know, the people discuss...', still has many limitations," Mr. Chinh said.
Local leaders also stated that the Law on Grassroots Democracy has only been in effect for a little over a year, and since guiding documents from ministries and agencies are still lacking, implementation at the grassroots level is facing difficulties. Therefore, specific guidance on some aspects is needed soon to ensure the law is put into practice. In addition, clearer regulations and institutionalization are needed regarding sanctions for enforcing the law; and the responsibilities of state agencies at all levels in its implementation need to be clearly defined.
Mr. Nguyen Phi Hung, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the province, stated that some localities currently misunderstand the responsibility for implementing the Law on Grassroots Democracy as belonging to the Fatherland Front and political and social organizations.
That is incorrect. The law clearly states that organizing and implementing democracy at the grassroots level is the responsibility of the government. The Fatherland Front only coordinates, supports, and organizes monitoring and critical feedback on related issues.
It's necessary to "play the right role and know the script well."
Through local monitoring, the Chairman of the Vietnam Fatherland Front Committee of the province, Le Tri Thanh, observed that the Law on Implementing Democracy at the Grassroots Level has only been in effect for over a year, so there is still much confusion in its implementation. In the coming time, guidance, amendments, and additions from competent authorities will be carried out.
For the time being, we urge localities to strive to implement the provisions of the law as effectively as possible in order to maximize the people's right to self-governance. This includes raising awareness among Party committees, government officials, and the people to ensure the law is implemented correctly and effectively.
According to Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of the province, state agencies have two main responsibilities in implementing democracy at the grassroots level: transparency and accountability to the people. Anything that is transparent must be completely transparent.
Transparency takes many forms. Transparency is about ensuring people understand, not about fulfilling an obligation. Regarding accountability, there are things we proactively explain, but we need to be mindful and responsible about matters the people want us to explain. Accountability must be about helping people understand, not just getting the job done.
"The organization and implementation of the law is very important. Besides innovating methods of communication to help people understand and voluntarily participate, it is necessary to build trust among the people through concrete actions."
Local authorities need to pay attention to the responsibility of soliciting public opinion; effectively carry out the work of receiving citizens, resolving complaints, denunciations, and petitions from the people; promote the role of people's inspection committees, community investment monitoring committees, and grassroots mediation teams...
"In particular, when implementing democracy at the grassroots level, the most important thing to pay attention to is the element of 'the people discuss, the people decide' on matters that fall under their responsibility and rights," Mr. Le Tri Thanh suggested.
The Provincial Front conducts a thematic inspection of social monitoring and criticism work.
A delegation led by the Chairman of the Vietnam Fatherland Front Committee of the province, Le Tri Thanh, recently conducted a thematic inspection of social supervision and criticism work in Phuoc Son and Thang Binh districts.
According to the report, in Thang Binh district, from 2019 to 2024, the Fatherland Front at all levels chaired and participated in 1,257 monitoring activities and 144 social critique sessions. In Phuoc Son district, the Fatherland Front at all levels chaired 94 monitoring activities and organized 28 social critique conferences.
During discussions with local authorities, the Chairman of the Vietnam Fatherland Front Committee of the province, Le Tri Thanh, emphasized the crucial role of social supervision and criticism. He also requested that in the coming period, the Fatherland Front and political and social organizations in localities should research new approaches and be more proactive in implementing their tasks. In particular, attention should be paid to monitoring the implementation by Party committees and authorities of recommendations following social supervision and criticism. (T.ĐAN)
Many residential areas organize the Great Unity Day.
Since the beginning of November, many residential areas in the province have successfully organized the Great Unity Day to commemorate the 94th anniversary of the founding of the Vietnam National United Front (November 18, 1930 - November 18, 2024).
In Phuoc Son district, the Standing Committee of the Vietnam Fatherland Front Committee of the district selected residential area of Hamlet 3 (Phuoc Chanh commune) as the venue for the festival. The festival was attended by Comrade Nguyen Duc Dung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, along with representatives from the Provincial and Phuoc Son District Committees of the Vietnam Fatherland Front.
In Tam Ky City, on November 2nd and 3rd, four residential areas successfully organized the 2024 Great Unity Festival… The festival was an opportunity to honor fine traditional cultural values associated with recognizing and commending exemplary individuals and households in implementing patriotic emulation movements and campaigns in the community; strengthening the unity and consensus of people in the community; promoting the people's right to self-governance, unleashing their potential and creativity; and strengthening the close bond between Party and government leaders and the people… (D. Preparations are underway to organize the inspection and evaluation of the results of the Fatherland Front's work in 2024.
According to the plan, the Standing Committee of the Vietnam Fatherland Front Committee of the province will inspect and evaluate the results of the Fatherland Front's work in the districts, towns, and cities in 2024 on November 22nd and 25th.
The inspection will be organized in clusters, centered at the cluster leader unit (the lowland cluster in Thang Binh district, the mountainous cluster in Tien Phuoc district). Before the inspection and evaluation, the Standing Committee of the Vietnam Fatherland Front Committee of the province will conduct a direct survey of the activities of the Vietnam Fatherland Front Committees in a number of communes, wards, and towns (2 units selected for the mountainous cluster and 3 units for the lowland cluster) to provide a basis for evaluating the activities of the district-level Vietnam Fatherland Front Committees. The list of commune-level units to be surveyed will be announced at least 5 days before the inspection. (V.ANH)
