“We need a more decisive mindset in achieving double-digit growth and digital transformation, not only in words but also in actions, with cadres and Party members playing a pioneering role. This is a historical mission that cannot be delayed, to propel the country forward,” Provincial Party Secretary Nguyen Ho Hai emphasized at a working session with the Standing Committee of the Ca Mau City Party Committee on the afternoon of April 14.
Attending the working session were Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien; and Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai.
Provincial Party Secretary Nguyen Ho Hai emphasized that Ca Mau City must take the lead in inspiring other localities to achieve growth targets and digital transformation.
Achieved and exceeded 11 out of 12 targets set in the resolution for the term.
Ca Mau City is one of the four key economic hubs in the Mekong Delta region, recognized as a type II urban area by the Prime Minister on September 2, 2010; and completed the new rural development program in 2020.
The city Party Committee has 64 affiliated grassroots Party organizations, including: 30 grassroots Party committees (with 291 affiliated branches) and 34 grassroots Party branches, with a total of 9,035 Party members.
Vice Chairman of the People's Committee of Ca Mau City, Tang Vu Em, reported on the socio-economic situation and digital transformation efforts in the area.
Preparations for the Party Congress are proceeding on schedule, with 291 out of 291 Party branches having held their congresses for the 2025-2027 term. The city selected the Party Committee of Tac Van commune and the Party Branch of the Finance and Planning Department to hold pilot congresses, and these units have completed the draft political reports for the 2025-2030 term.
In implementing Resolution No. 18-NQ/TW on continuing to innovate and streamline the organizational structure of the political system for effective and efficient operation, after the merger and reorganization, the Propaganda and Mass Mobilization Department of the City Party Committee has 8 civil servants; for the government sector, there is a reduction of 3 agencies and 10 civil servants.
Provincial Party Secretary Nguyen Ho Hai acknowledged and highly appreciated the efforts and determination of Ca Mau City in leading, directing, and managing the implementation of various tasks, achieving important results. To date, the city has achieved and exceeded 11 out of 12 targets of the Resolution for the 2020-2025 term; in particular, the city has completed the program to eliminate temporary and dilapidated houses, totaling 137 houses.
By 2025: Economic growth rate will increase to 10% or higher.
Implementing the supplementary plan on socio-economic development in 2025 with the goal of achieving a growth rate of 8% or higher, Ca Mau City has set a growth scenario for 2025 with an economic growth rate of 10% or higher (in 2024, the growth rate reached 9.63%).
Acknowledging the key tasks to promote growth, the Standing Deputy Secretary of the Provincial Party Committee, Nguyen Duc Hien, suggested that Ca Mau City needs a detailed program and plan for growth, including reviewing urban projects to avoid dispersing resources; implementing urban economic development rationally in conjunction with landscape and infrastructure improvement; creating conditions for the development of small and medium-sized enterprises; and suggesting the need for scientific projects linked to the city's strengths.
Paying particular attention to the implementation of Resolution No. 57-NQ/TW, Provincial Party Secretary Nguyen Ho Hai stated that this is an important task to promote growth and contribute to the province's goal of achieving a growth rate of 8% or higher. Accordingly, the Provincial Party Secretary noted that, in addition to common approaches, Ca Mau City needs to take the lead in building its own unique model for developing a digital society, digital economy, and digital citizens, while leveraging the role of officials and Party members. Ca Mau City must lead the way to inspire other localities.
Regarding the proposal from Ca Mau City concerning the project to renovate and build the drainage and wastewater treatment system in Ca Mau City, Chairman of the Provincial People's Committee Pham Thanh Ngai stated that the province has decided to halt implementation due to the project's impracticality. For the time being, Ca Mau City will direct the dredging of drainage canals and implement solutions to mitigate urban flooding in Ca Mau City during the rainy season. The city will also expedite the implementation and disbursement of public investment funds, compensation for land clearance, especially for the Ca Mau airport project. Furthermore, it will prevent losses and waste during the implementation of public and private investment projects.
Party Secretary Tran Hong Quan received the directives from the Standing Committee of the Provincial Party Committee.
Provincial Party Secretary Nguyen Ho Hai affirmed that currently, the workload is very large, demanding high quality and timely progress in the context of implementing the policy of merging some provincial-level units, eliminating district-level organizations, merging some commune-level units; implementing the two-tiered local model; and developing a plan to reorganize and streamline the Fatherland Front agencies, political and social organizations, and mass associations assigned tasks by the Party and the State.

Provincial Party Secretary Nguyen Ho Hai requested the Standing Committee of the City Party Committee to continue to instill in cadres, Party members, civil servants, public employees, union members, association members, and the people the absolute trust and adherence to the Party's policies; to work with peace of mind, ensuring regular and continuous operation, without affecting the activities of the Party, the State, the people, and businesses. He also urged the promotion and mobilization of cadres, Party members, civil servants, public employees, and workers affected by the restructuring and streamlining of the apparatus to uphold a sense of responsibility, be pioneers and role models, strictly comply with organizational assignments, and be ready to sacrifice personal interests for the common development of the homeland and the country.
