Ukrainian Foreign Minister Andrii Sybiha called for an "appropriate and strong response" from international organizations.
Ukrainian President Volodymyr Zelensky said Russia used Oreshnik medium-range ballistic missiles in the bombing, killing at least four people and injuring around 100, with Kyiv suffering the heaviest losses.
According to Zelensky, the Russian operation involved 600 unmanned aerial vehicles (UAVs) and 90 missiles of various types, including 36 ballistic missiles. Because not all ballistic missiles were intercepted, many targets in the capital were hit.
The missiles struck a water supply facility, burned down a market, damaged dozens of apartment buildings, several schools, and even the Ukrainian government building.
The country's Ministry of Culture also confirmed that the National Museum of Art of Ukraine suffered serious damage, with the ceiling collapsing and windows shattering.
Conversely, the Russian Ministry of Defense confirmed the use of Oreshnik missiles and asserted that this was retaliation for previous Ukrainian attacks on "civilian facilities on Russian territory," including the attack on a student dormitory in Lugansk that killed 21 people and injured 42.

At an emergency Security Council meeting called by Russia, the Ukrainian ambassador rejected Moscow's accusations of attacks on civilians.
On the international stage, French President Emmanuel Macron condemned Russia's use of the Oreshnik missile, while German Chancellor Friedrich Merz called it a "reckless escalation." Austrian Foreign Minister Beate Meinl-Reisinger and many other European leaders also expressed shock and reaffirmed their continued support for Kyiv.
Alongside the diplomatic disputes, the conflict on the ground continues to unfold in a complex manner. On May 25, Moscow continued to accuse Kyiv of deliberately bombing border regions such as Belgorod, Bryansk, and Donetsk, resulting in the deaths of six more civilians, including two children.
