The National Highway 28B renovation and upgrade project commenced in April 2024 with a total investment of over 1,400 billion VND from the state budget. The project's investor is the Vietnam Road Administration, and the direct management unit is Project Management Board 5. Upon completion, the project will promote connectivity and socio-economic development in the former Lam Dong and Binh Thuan provinces, as well as the Central Highlands and South Central regions in general.
On December 29th, information from Project Management Board 5 (PMB) under the Vietnam Road Administration indicated that despite numerous written reminders, criticisms, and warnings regarding progress, Thanh Phat Construction Co., Ltd. (Thanh Phat Company) continued to work slowly and failed to meet requirements, even though the contractor had repeatedly committed to making up for the delays since October.

According to Project Management Board 5, on-site inspections revealed that the contractor's construction work was behind schedule, posing a potential traffic safety risk. At sections Km3-Km4 and Km50-Km7 (National Highway 28B), despite repeated urging from the Vietnam Road Administration and Project Management Board 5, there was virtually no construction activity. Some areas where the roadbed was excavated, creating a difference in elevation compared to the old road surface, have not been restored in a timely manner, posing a safety hazard to people and vehicles.
At the construction site for the Suoi Tre bridge embankment and railway overpass, a large volume of work remains to be done, but progress is slow. The section from Km10+00 to Km24+400 still has three large embankment sections remaining, with approximately 3,500 m³ of earth remaining in the section from Km19+400 to Km19+560. Meanwhile, the excavation work at Km21+00 to Km21+500 has not yet been completed to open the route.
Regarding the value of work completed, the contractor has only achieved 126/259 billion VND (equivalent to 48%) so far, lagging behind by approximately 60 billion VND compared to the cumulative plan of 186 billion VND as of December 2025. The Project Management Board 5 assesses that, given the current construction progress, the risk of project delays is very high.
Project Management Board 5 determined that Thanh Phat Company violated the contract schedule for the Km3-Km4 and Km5-Km7 sections; and requested the contractor to seriously learn from the experience and promptly propose specific solutions to accelerate progress. Project Management Board 5 also requested the contractor to focus on transporting embankment soil and immediately rectify construction work in the aforementioned sections.
According to Project Management Board 5, if the construction progress of Thanh Phat Company does not show significant improvement by December 30th, Project Management Board 5 will report to the Vietnam Road Administration to consider transferring the work volume to another unit in the consortium or appointing another contractor to carry out the construction.

For the embankment work on the Suoi Tre bridge and the railway overpass, Project Management Board 5 requires completion before January 5, 2026. The remaining embankment sections on the Km10 - Km24+400 segment must be completed before January 10, 2026, and the asphalt concrete paving completed in January 2026.
Furthermore, Project Management Board 5 requires the contractor to urgently review and repair damaged road surfaces and potholes; and to fully supplement traffic cones and signs in construction areas. Failure to comply seriously will result in further action as stipulated in the contract.
The project to renovate and upgrade National Highway 28B through the former Binh Thuan and Lam Dong provinces has a total investment of over 1,400 billion VND, comprising two construction packages. Package XD01 (Km0+00 - Km42+00), worth over 662 billion VND, is being constructed by a consortium of contractors, including Thanh Phat Construction Co., Ltd.; package XD02 (Km42+00 - Km69+00), worth over 512 billion VND, is being implemented by a different consortium.
To date, package XD01 has reached 329/610 billion VND (equivalent to 54%), lagging behind the plan by 71 billion VND; package XD02 has reached 388/482 billion VND (80%), lagging behind by 51 billion VND.
In October, the Ministry of Construction approved an adjustment to the construction schedule for the National Highway 28B renovation and upgrade project, extending it to March 2026. This decision was made after the Vietnam Road Administration submitted a proposal regarding the adjustment of the National Highway 28B renovation and upgrade project, and the Department of Economics and Construction Investment Management issued a document concerning the adjustment of the project's construction schedule.
