In order to create the most favorable conditions for attracting investment and business, minimizing administrative procedures for people and businesses, creating a breakthrough in socio -economic development in the new era - the era of national development, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 56/CD-TTg requesting ministries, branches and localities to focus on reviewing, cutting down and simplifying administrative procedures related to production and business activities and internal administrative procedures. In particular, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, and 30% of the cost of complying with administrative procedures; Complete the implementation of 100% of the plan on decentralization of authority to resolve administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister, 100% of internal administrative procedures are reduced and simplified in accordance with new legal provisions on decentralization, delegation, authorization and streamlining of the apparatus organization, implementing the 2-level local government organization model.
At the same time, ministries, branches and localities review, restructure processes, integrate and provide 100% of online public services of ministries, branches and localities on the National Public Service Portal in June 2025, ensuring online, smooth, seamless and effective implementation, minimizing paperwork; organize the implementation of administrative procedures regardless of administrative boundaries within the provincial level, ensuring completion in 2025.
Implementing the Prime Minister's telegram, Quang Ninh Provincial Party Committee issued Official Dispatch No. 2692-CV/TU on rectifying discipline, enhancing responsibility in handling administrative procedures, creating a favorable investment and business environment for people and businesses. It requires Party committees, Party organizations, authorities, heads of departments, branches, agencies, units, Party secretaries, and chairmen of district and commune People's Committees to resolutely rectify discipline, enhance responsibility and take responsibility for directing the resolution of feedback and recommendations to promptly remove difficulties and obstacles for businesses; continue to seriously, fully and effectively implement Resolution No. 05-NQ/TU dated April 9, 2021 of the Provincial Party Committee on promoting administrative reform; improving the investment and business environment, enhancing provincial competitiveness in the 2021-2025 period, with a vision to 2030; Discipline cadres, civil servants and public employees under their management in terms of spirit and attitude in serving people and businesses; criticize and strictly handle groups and individuals who violate the provisions of the law; immediately end the situation where enterprises have to pay unofficial fees in performing administrative procedures and other activities related to state administrative agencies and units.
Departments, branches, agencies, units and localities strictly implement the Prime Minister 's Official Dispatch No. 56/CD-TTg, in which urgently organize the implementation of reviewing, cutting down and simplifying administrative procedures related to production and business activities and internal administrative procedures, ensuring the abolition of at least 30% of investment and business conditions, reducing at least 30% of the processing time of administrative procedures, 30% of the cost of complying with administrative procedures... Along with that, strengthen propaganda and dissemination of administrative reform work, creating a favorable investment and business environment. In particular, strengthen the situation grasp, regular supervision and proactively propose inspections when there are signs of violations, strictly handle violations in the performance of official duties to deter and warn the entire Provincial Party Committee to promote, improve work efficiency and performance, complete the tasks and goals set in 2025.
Administrative reform always plays an important role in promoting socio-economic development. This year in particular, the country sets a high growth target, in which Quang Ninh strives for a growth of 14%, so improving the investment and business environment, creating favorable conditions for enterprises and investors to develop must be given top priority.
