According to records, in Quang Dien commune (Hue city), the atmosphere of harvesting rice "running away from the storm" is very urgent. In the fields, combine harvesters are operating at full capacity regardless of the extremely hot weather. People also take advantage of the sunny weather to quickly dry rice and collect straw.

Mr. Nguyen Anh Cau, Chairman of the People's Committee of Quang Dien Commune, informed that the whole commune has about 1,500 hectares of summer-autumn rice. Up to now, the locality has harvested more than 190 hectares and is estimated to complete more than 300 hectares (nearly 1/3 of the area) before the storm makes landfall.


In Quang Tri province, as of 10:00 a.m. on August 23, there were still 517 vehicles/2,136 workers operating at sea. These vehicles are operating in the Gulf of Tonkin and South Central Coast; all have received information about the storm. The remaining vehicles operating in the waters of Quang Tri province have come ashore to anchor safely.

Currently, reservoirs in Quang Tri province are operating safely. Of which, the total capacity of irrigation reservoirs managed by the Irrigation Works Exploitation Company Limited is about 55-60% of the designed capacity.
At noon on August 23, Ta Trach Lake, the largest reservoir in Hue City with a capacity of more than 500 million m3 , began regulating water discharge to proactively respond to heavy rain.

At noon on August 23, along the coast of the communes of Thien Cam, Yen Hoa, Dong Tien, Thach Lac, Thach Khe... ( Ha Tinh province), SGGP reporters recorded extremely hot weather. However, after receiving notice from local authorities about a very strong storm No. 5 that could affect the area, many fishermen proactively suspended their fishing activities.

At the same time, fishermen quickly mobilized manpower and hired tractors to move boats and fishing gear to high areas in the protective casuarina forest, or to inter-village roads to tie them down to avoid collisions and damage to property.

At the same time, many people with houses near the coast have also proactively moved their belongings to higher places and brought them to safe locations.
In some localities in Ha Tinh, people, authorities, organizations, functional agencies, and schools also trimmed trees, reinforced houses, schools, and auxiliary works to prepare for storm No. 5, minimizing damage.
