
The province's guiding viewpoint is to keep the students' learning locations as before the arrangement, not affecting the organization of educational service provision activities, serving the needs of the people, ensuring the regimes and policies for children, students and teachers.
By September 2025, the province will have 637 educational institutions from preschool to university, including 56 private schools, with about 400,000 children, pupils, students and university students (accounting for 28% of the province's population); 579 schools/centers under the management of the People's Committees at the commune level, the Department of Education and Training, the Provincial People's Committee, central ministries/sectors, including 570 preschool and general education institutions.
According to the arrangement plan of the Provincial People's Committee (in Report No. 471/BC-UBND dated September 27, 2025): Arrange 520 commune-level schools into 251 schools, reducing 269 schools (reducing 97 kindergartens, 104 primary schools, 68 schools with junior high school level); merge Tien Yen Junior High School and High School for Ethnic Minorities with the Provincial Junior High School and High School for Ethnic Minorities; merge Cua Ong High School with Le Hong Phong High School in the same area of Cua Ong ward; merge 14 vocational education and continuing education centers into 1 vocational education and continuing education center (as a basis for conversion into vocational secondary schools according to the direction of the central government).
After the reorganization, the whole province reduced 284 preschool, general education, and continuing education facilities subject to reorganization, of which: The block under the People's Committee at the commune level reduced 269 educational facilities; the block under the Department of Education and Training reduced 15 educational facilities. According to the direction of the Provincial People's Committee (in Plan No. 253/KH-UBND dated October 6, 2025), public service units under the Department of Education and Training and the People's Committee at the commune level must complete the reorganization before October 15, 2025.
To ensure the synchronous and effective arrangement of public educational institutions, from July 18, 2025, the Department of Education and Training will organize a conference to deploy and guide communes, wards, and special zones to develop plans to arrange educational institutions to unify the implementation plan; issue guiding documents, urge, exchange, and coordinate with localities to review plans to arrange educational institutions.
On August 25, 2025, the Department of Education and Training reported to the Ministry of Education and Training for comments on the scale of educational institutions after the arrangement exceeding the number of classes and school locations according to regulations. On September 25, 2025, implementing the direction of the Provincial People's Committee, the Department of Education and Training continued to work with localities to unify and complete the arrangement plan according to the direction of the Standing Committee of the Provincial Party Committee in Notice No. 1744-TB/TU dated August 5, 2025.
In Ha Tu ward, at the beginning of the 2025-2026 school year, the ward has 6 public schools from kindergarten to high school, of which 5 schools are under the management of the ward People's Committee. After the merger decisions on October 15, the ward has 2 schools: Ha Tu Kindergarten; Ha Tu Primary and Secondary School. The ward's arrangement principles facilitate management, teaching and learning, and do not cause concerns among education managers, teachers and students.
Teacher Tran Thi Thuong, who has just been appointed and assigned as Principal of Ha Tu Secondary School, said: After the merger, the school has a larger scale, with 142 staff, teachers, and 3,120 students. This is both an advantage and a great responsibility. The school's staff and teachers continue to promote the achievements they have made, unite, innovate management and teaching methods, and build the school to develop more and more.

The reorganization of public educational institutions in the province demonstrates a high political determination in streamlining the apparatus, improving the effectiveness and efficiency of state management in the education sector of the province. The implementation process is carried out methodically, following the correct procedures, ensuring the consensus of the staff, teachers and parents, contributing to the fundamental and comprehensive innovation of education and training in the current period.
