
Lieutenant Bui Van Quyet helps fishermen tie their boats to protect them from storms.
Born in 1999 in the port city of Hai Phong, Bui Van Quyet early nurtured the dream of wearing a soldier's uniform. That dream became a reality when he passed the entrance exam to the Border Guard Academy in 2018. Graduating in 2022, the young officer went to work at the Ganh Dau Border Guard Station ( An Giang Border Guard). After a period of training in a new environment, in June 2024, he was transferred to the Border Guard of Quang Ninh province and took on the task of Captain of the Armed Team at the Co To Border Guard Station. Regardless of his position, Senior Lieutenant Quyet is always proactive in overcoming difficulties, constantly learning and practicing to improve his professional capacity, creatively applying knowledge to practice, and excellently completing all assigned tasks.
As the Captain of the Armed Forces Team at the frontline island of the Fatherland, Senior Lieutenant Quyet is always proactive and sharp in advising the unit commander. He directly builds and effectively implements patrol and control plans, helping the unit always grasp the local situation. Along with the task of training and being ready to fight to maintain security and sovereignty over the islands, he and his teammates are also a solid support for the people. They are always the core force, leading in natural disaster prevention, search and rescue, accompanying and supporting fishermen to confidently go out to sea and stick to the sea.
Although his time working in Co To was not long, the young captain's mark was very strong. He, along with his teammates and the functional forces on the island, called on more than 320 ships to return to safe storm shelters, and directly participated in 25 times helping people to reinforce their houses. In particular, he bravely participated in two successful rescues: one of a fisherman who suffered a stroke at sea and one of a soldier who was bitten by a venomous snake, and promptly brought him to the mainland for emergency treatment.

Not only that, Senior Lieutenant Quyet is also an active propagandist. He regularly stays close to the area, close to the people to disseminate and educate the law, propagate the Vietnam Border Law, regulations on combating illegal fishing (IUU), helping fishermen raise awareness, confidently go out to sea, and join the army to maintain the sacred sovereignty of the Fatherland.
Not only is he good at his profession, Senior Lieutenant Quyet is also an energetic and creative Youth Union officer. As Deputy Secretary of the Youth Union, he has connected Youth Union organizations in the area, organized many meaningful activities, and spread the spirit of youth dynamism and creativity. He actively advised the unit and coordinated with the locality to implement social security programs, repay gratitude, and join hands to build new rural areas. In particular, he is the one who directly contributed to maintaining and developing the program "Helping children go to school - Adopted children of the Border Guard Station", currently sponsoring 3 students with difficult circumstances on the island.
Commenting on the young officer, Lieutenant Colonel Hoang Trong Giap, Political Commissar of Co To Border Post, affirmed: “Despite his young age and military age, comrade Bui Van Quyet has always demonstrated his mettle and responsibility through his actions of "saying what he does". With his enthusiasm and spirit of constant training, he has inspired the officers and soldiers, becoming a shining example, making an important contribution to building solidarity, unity, and building a strong, comprehensive, "exemplary, typical" unit.
