Urgently complete the project to improve the safety of the dike system

On the morning of October 18, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, chaired a meeting to listen to and give opinions on the Project to improve the safety of the dike system in Quang Ninh province, adapting to climate change in the period 2025-2030, with a vision to 2050.

Quang Ninh currently has over 341km of dykes, including level III, IV, V dykes along with a system of culverts, embankments and auxiliary works. Some dykes have been upgraded but there are still many weak and degraded locations that need to be promptly repaired to improve effectiveness in natural disaster prevention.

The project to improve the safety of the dyke system in Quang Ninh province, adapting to climate change in the period 2025-2030, with a vision to 2050, has analyzed and evaluated the overall dyke system in the province in conjunction with socio -economic development plans and specialized plans. At the same time, it proposed to build new, repair and upgrade the dyke system, invest in anti-flood pumping stations to ensure safety against floods and storms, taking into account climate change scenarios for the periods 2026-2030 and 2031-2050; proposed a plan to decentralize the management of dyke routes to ensure compliance with the local government at 2 levels...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van Cong emphasized: The weather is increasingly changing, the protected objects of the dike are also changing from agricultural production to industrial production, especially ensuring safety for industrial zones and factories. Therefore, the Project to improve the safety of the dike system in the province has an important meaning for multi-purpose protection.

He suggested that the Department of Agriculture and Environment take the lead in coordinating with the consulting unit to consult with localities to make a priority list of Group 1, which are dikes and structures under the dikes on routes that have had incidents during floods; Group 2 are weak dikes that pose a risk of affecting key areas. At the same time, propose a list to remove dikes that are no longer suitable for the planning. The proposals must have complete records of current status assessment and ensure arguments. The Department of Agriculture and Environment advises the Provincial People's Committee to establish an appraisal council to approve the Project before October 25, 2025 to implement the next steps.
