Overcoming numerous difficulties and challenges, as 2024 drew to a close, Quang Ninh Customs once again achieved many successes. In particular, the increasingly substantive and effective collaboration with businesses has made Quang Ninh Customs a locality with impressive growth in import and export revenue within the entire sector.

Standing alongside businesses

In 2024, Quang Ninh Customs was assigned a state budget revenue target of over 13,000 billion VND. Facing the difficulties of the economy , this target presented a challenging task that Quang Ninh Customs had to strive to overcome from the very beginning of the year. The government also implemented preferential tax policies that significantly reduced VAT revenue. On the other hand, because logistics services in Quang Ninh have not developed proportionally to their potential and strengths, many businesses do not choose to conduct customs procedures in the province. Furthermore, although the infrastructure of border gates and seaports in Quang Ninh has been upgraded, it is still generally limited. Therefore, goods from Quang Ninh are not entirely imported and exported through the province's border gates but still have to pass through some ports and border gates in other localities.

Faced with these challenges and difficulties, from the beginning of the year, Quang Ninh Customs has developed many scenarios for state revenue collection to achieve the highest possible targets. In particular, focusing on promptly resolving obstacles for businesses and preventing prolonged unresolved issues has been identified as a key solution in all of the unit's activities.

Customs officials at Hon Gai Port are directly monitoring the production situation of Tony Vietnam Electronic Technology Co., Ltd. (Quang Yen Town) to support and guide the company in stabilizing production immediately after the storm.

Following the directives of the Customs Department, the Customs Sub-departments have continuously monitored the production and business activities of enterprises to develop appropriate solutions in implementing revenue collection tasks. For example, at the Hon Gai Port Customs Sub-department, in 2024, the Sub-department was assigned by the Provincial Customs Department to collect 4,399 billion VND (accounting for nearly 40% of the total revenue of the entire Department), mainly from petroleum products. To change and improve revenue sources and ensure stable and long-term collection, the Sub-department focused on analyzing and understanding the causes and proposing solutions that meet practical requirements to find revenue sources from goods other than petroleum products.

From the beginning of the year, the Sub-Department proactively organized many working groups to directly work with businesses in industrial parks and to other provinces and cities such as Hung Yen, Hanoi , Ninh Binh, etc., to contact and gather information on projects and production and business situations. The Sub-Department directly guided procedures and resolved 48 difficulties and obstacles for businesses, especially those affected after typhoon No. 3. Therefore, by the end of July 2024, the Sub-Department had completed its state budget revenue target; by the end of September 2024, it had comprehensively completed 32 targets, including 18 targets that were significantly exceeded. In particular, the tax revenue collected by the Sub-Department up to mid-December 2024 reached approximately 7,400 billion VND (achieving 168% of the 2024 plan target), attracting 219 new businesses to complete procedures with a total tax revenue of up to 395 billion VND. Notably, the non-petroleum tax revenue in 2024 reached over 3,152 billion VND (an increase of 38% compared to 2023, accounting for 43% of the Sub-Department's total revenue).

Leaders of the Hoành Mô Border Gate Customs Sub-department worked with businesses participating in the program to encourage businesses to voluntarily comply with customs laws.

Mr. Phung Ky Luan, Chairman and General Director of Tony Vietnam Electronics Technology Co., Ltd., shared: In 2024, Typhoon No. 3 severely damaged our factory, equipment, and raw materials. After the typhoon, to ensure the fulfillment of signed contracts, the company had to urgently import a very large quantity of goods. To expedite customs clearance, the Hon Gai Port Customs Branch increased its staff, continuously processing paperwork even during holidays and guiding the company through tax refund procedures. We also highly appreciate the Customs Branch's arrangement of an additional customs team right in the Dong Mai Industrial Park (Quang Yen Town) to minimize the time for goods inspection. Thanks to this support, in 2024 the company achieved a growth rate of 180% compared to the set plan.

Along with addressing difficulties for businesses, in 2024 the Provincial Customs Department will continue to implement the Program to encourage businesses to voluntarily comply with customs laws to raise the level of compliance among businesses, thereby ensuring that the entire production process of businesses, from start to finish, is in accordance with regulations.

The difficulties faced by MOCHI Co., Ltd. due to a lack of warehouse space for goods storage have now been resolved by the local authorities and relevant agencies.

Ms. Vu Thi Chuc, Director of MOCHI Co., Ltd. (Ha Khanh Ward, Ha Long City), shared: "Our company is very fortunate to have been selected by the Hoanh Mo Border Gate Customs Branch (Binh Lieu District) to participate in the program to support and encourage businesses to voluntarily comply with customs laws. Through this program, we have received support, guidance, answers to questions, information, and risk warnings 24/7 from customs officers at all levels, from the Branch to the General Department, helping us proactively prevent and avoid violations. After two years of participation, our company has been upgraded from level 4 to level 3 in customs law compliance, helping us to further enhance our competitiveness and reputation with partners. In particular, in the third quarter of 2024, our company was chosen as the exclusive distributor in Vietnam by several specialized automobile tire manufacturers in China." Immediately after understanding the needs of the business, the Hoanh Mo Border Gate Customs Sub-department worked with Binh Lieu district and relevant agencies to help the business expand its warehouses. This is truly practical and meaningful support from the customs agency in helping businesses expand and develop production.

Synchronizing solutions for customs reform and modernization.

The first shipment of bird's nests has been exported to China via the Bac Luan II Bridge - Mong Cai customs clearance point.

In line with the strategic goals for customs development by 2030 as outlined in Decision No. 628/QD-TTg dated May 20, 2022, of the Prime Minister, the Provincial Customs Department will continue to vigorously implement reform and modernization efforts in 2024.

The Department has completed submitting a report to the General Department of Customs on the draft plan for a pilot digital border gate model at Bac Luan 2 Bridge (Mong Cai City); proposing the reduction of over 10 groups of imported goods subject to specialized inspection; recommending the implementation of 13 groups of goods and documents on the National Single Window System; proposing the reduction and simplification of 2 procedures; recommending the announcement of 1 procedure and the abolition of 1 administrative procedure; and recommending the public disclosure of 34 administrative procedures. The Department has also advised Mong Cai City on proposing solutions to promote trade activities through border gates and crossings in the city with Dongxing (China), such as: reducing the rate and time of inspection and quarantine; adding some agricultural fruit products for export through the Km 3+4 crossing; A pilot program will be implemented to extend customs clearance hours at the Bac Luan II border gate from 7:00 AM to 8:00 PM Vietnam time, including holidays, Saturdays, and Sundays (except for Tet).

In particular, the Provincial Customs Department has actively participated in redesigning its information technology system, aiming for a fully digitized customs model. All customs procedures are now conducted entirely digitally, from start to finish, ensuring seamless management of goods and transport vehicles. Thanks to these efforts, many new businesses have entered the import-export market through the province, and many new goods have been cleared for the first time.

For example, recently, a shipment of fresh coconuts and bird's nests was declared for the first time at the Mong Cai Border Gate Customs Branch for export to the Chinese market via the Bac Luan II Bridge customs clearance point. The smooth and quick customs clearance of these shipments not only opens up great opportunities for Vietnamese businesses to penetrate deeper into the Chinese market but also contributes to the goal of increasing Vietnam's agricultural import and export turnover through the Mong Cai International Border Gate.

Thanks to the above solutions, as of December 12th, the Provincial Customs Department officially surpassed the record revenue target of over 17,000 billion VND, ranking among the top 10 units with the highest total import and export turnover in 2024 within the entire General Department. The number of businesses processing customs procedures in the area increased significantly, with 2,046 businesses completing customs procedures (a 30% increase compared to 2023). The VNACCS/VCIS system processed over 160,000 declarations (a 20% increase compared to the previous year). 2024 marks the third consecutive year and the sixth year that the Provincial Customs Department has led in the DDCI index.

Evaluating the results of the Provincial Customs Department, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, emphasized: In the context of the general difficulties of the global economy and the severe impact of Typhoon No. 3 (Yagi), through the collective efforts, Quang Ninh Customs successfully completed its tasks in 2024, with a remarkable increase in import and export revenue, compensating for some revenue shortfalls of the province, contributing to promoting import and export activities and trade with international partners, and creating momentum for the province's economic development.

Building on the positive results achieved, in 2025, the Provincial Customs Department has set the theme for the year as "Unity – Innovation – Effectiveness – Efficiency" to focus on leading and directing the building of a clean and strong Party Committee and Provincial Customs Department, successfully achieving the goals and targets, and successfully organizing Party congresses at all levels. At the same time, it will streamline its organizational structure to operate effectively and efficiently, contributing to the province's overall political system's breakthrough in socio-economic growth and development, and working with Vietnam Customs to successfully achieve the goals of the development strategy.

Mr. Nguyen Van Nghien, Director of the Provincial Customs Department, stated: From the very first days and months of 2025, the entire Department will continue to promote administrative procedure reform, modernize customs, support and accompany businesses, and create favorable conditions for stable and developing import and export activities. The goal is to strive to increase the total import and export turnover of goods by at least 5% compared to 2024, and to strive to excellently complete the task of collecting state revenue in 2025 at the highest level according to the assigned target (over 17,800 billion VND); and to strengthen control against smuggling, trade fraud, drug trafficking, and risk management.
