Notably, the province has issued resolutions to implement national target programs to create momentum for development and improve the lives of ethnic minorities and people in mountainous areas. At the same time, it prioritizes allocating significant resources from the state budget and mobilizing other resources to focus on investing in and developing strategic, synchronous, and modern transportation infrastructure; promoting linkages between dynamic regions and disadvantaged areas; prioritizing investment in education and healthcare infrastructure; investing in and upgrading irrigation works, disaster prevention works, domestic water supply, electricity, telecommunications, and cultural institutions…
During the period 2021-2025, the province prioritizes allocating over 4,200 billion VND of public investment capital from the provincial budget to directly support the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas. This aims to create fundamental and comprehensive changes in the appearance of rural areas, ethnic minority areas, mountainous regions, border areas, and islands, generating new potential and impetus for sustainable development.
At the end of 2024, the spillway and inter-hamlet road project connecting Lam Nghiep and Khe Lan hamlets in Dong Son commune (now Luong Minh commune), with a total investment of over 7 billion VND, was put into use, bringing joy to dozens of households in Lam Nghiep hamlet, Tan Oc 1 village. After completion, the project has made travel more convenient for residents, eliminating the situation of being unable to enter or leave the area during floods. Improved transportation also facilitates the transport of agricultural products, opening up many opportunities for socio-economic development for the people.
Along with infrastructure investment, the province has also focused on vocational training, diversifying livelihoods, and creating job opportunities for people in ethnic minority areas through preferential loan schemes, support for building concentrated production areas, and the development of OCOP products…
Having borrowed 70 million VND through the Farmers' Association to develop a commercial chicken farming model, Ms. Trieu Thi Nien's family (Bang Anh village, Quang La commune) has effectively utilized the capital. From this model, after two years, Ms. Nien's family now has a chicken farm with a scale of over 10,000 chickens per year. With an average selling price of about 200,000 VND per chicken, her family earns over 200 million VND annually. Ms. Nien said: "Thanks to the loan through the Farmers' Association, my family has additional resources to develop the model and raise chickens effectively. Currently, my family has repaid the loan."
Social security and welfare improvement for ethnic minority communities; healthcare for the people; improving the physical condition and stature of ethnic minorities; and gender equality have also been emphasized. Accordingly, the province has provided 100% funding for health insurance cards for 70,555 ethnic minority individuals living in newly-emerged disadvantaged communes. 100% of communes have implemented nutritional counseling for children under 2 years old; and for mothers and newborns during the first 42 days after birth at home.
Through the project "Propaganda and mobilization to improve nutrition and physical health for children in highland and ethnic minority areas of Quang Ninh province, 2022-2025," more than 120 training courses and communication conferences on preventing malnutrition, reproductive health care, and proper nutrition for pregnant women and mothers with young children have been organized. Nearly 5,000 people, including women's association officials, village health workers , propagandists, and women's association members, have accessed knowledge and skills in scientific child care. Models and clubs such as: "Mother and Baby Ensuring Nutrition," "Preventing Malnutrition in Children," "Parent Groups for Comprehensive Child Care and Education," and the "Mother's Knowledge, Child's Health" competition have been established and have become valuable spaces for activities, exchange, and learning for families with young children in ethnic minority areas.
In addition, the province also pays special attention to restoring, collecting, and preserving tangible cultural values, researching and proposing the recognition of intangible cultural values of some ethnic minority groups in the area, and building sports and cultural facilities in communes inhabited by ethnic minorities.
