Healthcare for workers

Over the years, healthcare and occupational disease prevention for workers in Khanh Hoa province have seen many positive changes, contributing to improving the quality of human resources. Khanh Hoa Newspaper and Radio & Television had an interview with Mr. Nguyen Dinh Thoan - Deputy Director of the Department of Health - about the outstanding results, difficulties, as well as the direction and solutions for this work in the future.

- What outstanding results have been achieved in the implementation of the Program for the Care and Improvement of Workers' Health and the Prevention and Control of Occupational Diseases in the province during the period 2021-2030, sir?

- Through the implementation of the program, the work of caring for the health of workers in the province has achieved many positive results. The rate of workers at risk who are managed and screened for occupational diseases has reached over 50%. Workplace environmental monitoring activities have been maintained stably, with more than 200 facilities in industrial zones and clusters implementing monitoring each year. The monitoring results have provided important data, helping businesses clearly identify harmful factors in the working environment, thereby proactively improving working conditions and minimizing risks to workers' health.

Occupational disease examinations and assessments have been fully implemented, focusing on common diseases such as deafness, chronic bronchitis, and tuberculosis. The health sector has also proactively integrated the management of non-communicable diseases such as cardiovascular diseases and diabetes into health records, helping to monitor the health status of workers more comprehensively.

On the other hand, the health sector has coordinated the organization of direct medical examinations at factories and enterprises, helping workers access medical services more conveniently, saving time and not disrupting production activities. Counseling and reproductive health care for female workers have been strengthened. In addition, the health sector organizes annual training courses to improve the capacity of occupational hygiene officers and employers. In 2025, the sector organized training and dialogues for nearly 150 representatives of businesses and medical facilities. This helped to promptly update legal regulations and resolve difficulties in implementation. First aid training has been widely implemented with dozens of classes each year, helping workers improve their skills in handling situations when workplace accidents occur...

- Sir, have you encountered any difficulties or obstacles in implementing measures to care for and improve the health of workers, and prevent and control occupational diseases?

- Following the COVID-19 pandemic, many businesses, especially small and medium-sized enterprises (SMEs), faced numerous difficulties in production and business operations, leading to limited funding for occupational safety and health and employee healthcare. Furthermore, compliance with regulations on workplace environmental monitoring and occupational hygiene record keeping was not strictly enforced in some establishments. Many businesses had established records, but the information was incomplete and did not accurately reflect the specific characteristics of their industry, resulting in inaccurate risk assessments.

Access to and management of health for contract workers, seasonal workers, and workers in craft villages is not yet guaranteed. Furthermore, some businesses and workers only comply with occupational safety and hygiene regulations in a perfunctory manner. The use of personal protective equipment is not consistently maintained in some areas.

The facilities and equipment for examining and detecting occupational diseases are limited, which somewhat affects the ability to detect occupational diseases according to the prescribed list. Medical staff at the grassroots level lack experience and professional skills in the field of occupational health, affecting the quality of management and early detection of occupational diseases in the community.

- So, could you tell us about the solutions aimed at improving healthcare and preventing occupational diseases for workers in the future?

- First and foremost, it is necessary to develop a plan to maintain stable and continuous healthcare services for workers; pay attention to investing in equipment, especially equipment for monitoring the working environment; and strengthen specialized training for medical staff, especially at the grassroots level, in techniques for early detection of occupational diseases.

The Department of Health continues to closely coordinate with relevant departments, agencies, and units to monitor and guide businesses in properly implementing regulations on healthcare and occupational disease prevention for workers. Simultaneously, it is applying information technology in management; gradually digitizing occupational hygiene and worker health records, aiming to build a centralized data system. Based on this, it is possible to analyze and predict risks, and propose more appropriate and effective intervention solutions. Emphasis is placed on using the results of workplace environmental monitoring to require businesses to improve production processes and working environments.

Furthermore, the health sector will continue to enhance the professional capacity of medical staff at all levels, especially in the fields of diagnosis, treatment, and rehabilitation of occupational diseases; expand the scope of occupational health care, focusing on vulnerable groups, contract workers, seasonal workers, and workers in craft villages and agriculture . The health sector aims to complete the database on occupational environment monitoring and occupational diseases by 2030, connecting it with the national data system to effectively serve management purposes.

Communication efforts will continue to be strengthened through various appropriate forms to raise awareness among employers and employees. Inspection and monitoring will be intensified, especially at high-risk facilities. This will improve legal compliance, ensure all workers in the province work in a safe environment, receive adequate healthcare, and contribute to building a healthy workforce that meets the development requirements of the new era.
