Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo reflects the Party's strategic vision on the protection, care, and improvement of people's health. These advancements demonstrate both innovative thinking and feasibility, focusing on people as the center of all policies.

A major and significant step forward in Resolution No. 72-NQ/TW is the shift from a passive approach to treatment to a proactive approach to disease prevention. The requirement for 100% of commune-level health stations to receive comprehensive investment in facilities, equipment, and personnel, with the goal of having at least 4-5 doctors per station by 2027, will help people access services locally instead of flocking to higher-level hospitals.

In particular, from 2026, all citizens will receive free periodic health check-ups or screenings at least once a year. Along with this, electronic health records will be implemented, tracking each person's health throughout their lifecycle. This is a significant step forward, not only helping to detect diseases early and reduce long-term treatment costs, but also contributing to raising self-care awareness in the community. Choosing April 7th as "National Health Day" is also a noteworthy initiative, aiming to promote physical fitness and foster a healthy lifestyle. From 2026, there will be a roadmap for waiving basic hospital fees within the scope of health insurance. This important new development helps people, especially vulnerable groups, access services more equitably and reduces their financial burden.

Another breakthrough is the policy on rewarding healthcare personnel. The resolution affirms that the medical profession is a "special profession," and therefore must be trained, employed, and rewarded in a special way. Doctors and pharmacists will be classified into salary grades starting from level 2; healthcare workers at commune health stations and preventive health facilities will receive preferential allowances increased by 70%-100%, especially in remote areas. This is the first time a Party document has outlined such specific preferential policies, demonstrating an understanding of the practical difficulties and a commitment to improving the working environment for the healthcare workforce.

Resolution No. 72-NQ/TW can be considered a historic document, due to its remarkable progress in both thinking and solutions, demonstrating the Party's strong commitment to building a modern, equitable, and sustainable healthcare system. However, for these commitments to be implemented effectively, coordinated efforts from all levels and sectors, as well as the proactive participation of the entire society, are necessary.
