Tuition fee support program for ethnic minority students

Based on Article 1 of Decision 66/2013/QD-TTg, the regulations regarding the subjects eligible for tuition fee support are as follows:

Scope of regulation and subjects of application:

1. This decision stipulates the policy for supporting tuition fees for ethnic minority students from poor and near-poor households as defined by the State, who pass the entrance exam to study in regular university and college programs at higher education institutions, including universities, academies, and colleges.

2. This decision does not apply to students: those admitted through government-sponsored programs, those selected under preferential policies, those trained under specific programs, those pursuing articulation programs, those pursuing second degrees, and those studying at universities and colleges after completing preparatory university programs.

Accordingly, students from ethnic minority groups will receive financial support for their studies if they meet the following conditions:

- Belonging to a poor or near-poor household according to government regulations;

- Passing the entrance exam to study in a regular university or college program at higher education institutions, including: universities, academies, colleges, and vocational schools.

Please note that financial support for tuition fees does not apply to students selected through government programs, students admitted under special policies, students trained under specific programs, students pursuing articulation programs, students obtaining a second degree, and students studying at universities or colleges after completing a preparatory university program.

Regarding the level of support, according to Article 3 of Joint Circular 35/2014/TTLT-BGDĐT-BTC, the level of financial support for tuition fees for ethnic minority students studying at higher education institutions is as follows:

The tuition fee support is equal to 60% of the basic salary and is granted for no more than 10 months per academic year per student; the number of years for which tuition fee support is received corresponds to the official training duration.

The current basic salary level according to Decree 73/2024/ND-CP is 2,340,000 VND.

According to the regulations, ethnic minority students will receive financial support equivalent to 60% of the basic salary (2,340,000 VND).
