Deadline set for land clearance for Hoa Binh - Moc Chau expressway.

TPO - The Chairman of the People's Committee of Son La province has requested that departments, agencies, and localities complete land clearance and hand over all remaining problematic areas of the Hoa Binh - Moc Chau expressway project before May 31st, in order to ensure synchronous construction of the entire route and strive to complete the project in 2027.

On May 7th, Mr. Nguyen Dinh Viet, Chairman of the People's Committee of Son La province, inspected the progress of the Hoa Binh - Moc Chau expressway project, the section passing through Son La province.

During the inspection, the Chairman of the People's Committee of Son La province requested that departments, agencies, and localities focus on completing land clearance work; handing over all remaining problematic locations, waste disposal sites, and service roads before May 31st to ensure synchronized construction progress along the entire route.

The Hoa Binh – Moc Chau expressway project (the section through Son La) has a total land clearance length of approximately 34.4 km and a construction length of approximately 32.3 km. The total investment for the phased implementation is VND 4,445 billion, which has been adjusted to VND 4,418.7 billion; the implementation period is from 2023 to 2028.

According to a report presented at a progress meeting on the Hoa Binh - Moc Chau expressway project, specifically the section passing through Son La province, on March 20th, both land clearance and construction are behind schedule.

Specifically, land clearance work has only reached 27.58/32.3 km, equivalent to 85.37%. Meanwhile, the entire project has 3 construction packages, expected to be completed in 2028, but the value of work completed as of March 18th only reached over 142 billion VND, equivalent to 4.09% of the contract value.

Of the three bidding packages, package number 26 reached VND 17.8 billion; package number 27 reached VND 43.4 billion; and package number 28 reached VND 81.28 billion. The contractors are currently maintaining multiple construction fronts, however, progress remains slow due to the lack of synchronized site handover.

According to the assessment at the meeting, the main reason for the slow construction progress is that the handed-over site is not contiguous, with many interspersed locations making it difficult to mobilize machinery and equipment.

In addition, many waste disposal sites and construction access roads for the bridge project have not yet had their compensation plans approved, so they cannot be handed over to the contractor for implementation.
