Hanoi's relocation of residents from the Old Quarter will lead to a scarcity and high cost of luxury apartments in the inner city.

The tightening of regulations on apartment construction in the inner city and the wave of relocating residents from the old town to the outskirts will make existing apartment units and high-end apartment projects under construction within the 2.5 ring road scarce and expensive.

"Tightening" the supply of inner-city apartments leads to price increases for existing apartment buildings.

According to the Resolution adjusting the Hanoi City Housing Development Program for the period 2021–2030, Hanoi will control housing development in the historical inner city area, while adjusting targets and indicators regarding area, quality, and structure of housing types to meet the long-term sustainable development requirements of the Capital.

Specifically, in communes and wards within the historical inner city area, the city will minimize the development of apartment buildings in new commercial and social housing construction projects. Exceptions will only apply to projects renovating and rebuilding old apartment buildings and resettlement housing projects. The goal is to limit population growth, reduce pressure on overloaded technical and social infrastructure, and gradually improve the quality of urban space in the core area. The outskirts of Hanoi will be planned and developed more systematically to attract residents from the inner city, creating momentum for the expansion of the Capital region.

At the same time, Hanoi is currently implementing land clearance for 1,428 projects, including 27 major and key projects. Thousands of households in the inner city have relocated, handing over land for key projects such as Tu Lien Bridge, Tran Hung Dao Bridge, Ring Road 1, and Ring Road 2.5.

This context has led to a fear of being affected by zoning regulations when buying a house, both for personal use and investment, causing liquidity in the townhouse segment to stagnate from the beginning of 2026 to the present. While apartment prices haven't increased as sharply as the same period last year, the segment continues to receive attention. Buyers even feel more secure choosing apartments because these projects have undergone rigorous detailed planning approval processes and are often designated as long-term urban residential land. With increased scarcity due to resolutions tightening inner-city supply and renewed interest from ongoing urban redevelopment, apartments are becoming the focal point of the market.
