On August 13, 2024, Comrade Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Ninh Binh Provincial People's Committee, signed and issued document No. 474/UBND-VP3 on proactively responding to the risk of rain, floods, and landslides; sent to departments, agencies, organizations, and the People's Committees of districts and cities.

According to the National Center for Hydro-Meteorological Forecasting, from the night of August 11 to August 15, 2024, the Northern region is likely to experience heavy rainfall with total rainfall generally ranging from 100 to 250 mm, and in some areas exceeding 400 mm. Due to the recent continuous heavy rainfall, the soil is saturated with water, and water levels in rivers and streams are high, so there is a high probability of flooding in rivers and streams, especially a very high risk of flash floods and landslides in mountainous areas and on slopes, and deep flooding in low-lying areas and urban areas. In accordance with Prime Minister 's Directive No. 78/CĐ-TTg dated August 11, 2024, on focusing on responding to the risk of heavy rain, floods, landslides, and flash floods in the Northern region, the Provincial People's Committee requests that departments, agencies, and organizations; and the People's Committees of districts and cities focus on implementing the following:

The provincial departments, agencies, and organizations, and the People's Committees of districts and cities shall continue to direct and organize the strict and effective implementation of the Prime Minister's directives in Official Dispatch No. 75/CĐ-TTg dated August 4, 2024, and Document No. 461/UBND-VP3 dated August 8, 2024, of the Ninh Binh Provincial People's Committee; avoiding passivity and surprise in responding to natural disasters, especially the risk of heavy rain, floods, landslides, and flash floods, in order to ensure absolute safety of lives and minimize damage to people's and state property.

The People's Committees of districts and cities will continue to direct thorough reviews of residential areas, promptly identifying areas at risk of insecurity, especially areas at risk of landslides, flash floods, and deep flooding. They will proactively deploy forces and resources to resolutely relocate people from dangerous areas with a high risk of landslides and flash floods to ensure the safety of people's lives and property.

The authorities closely monitor the developments of natural disasters, rain, and floods in the area; direct and implement timely and effective response measures according to the "four on-the-spot principles," paying particular attention to communication to ensure that all citizens (especially those in remote areas and ethnic minorities) are informed about the risks of rain, floods, landslides, and flash floods; and organize traffic control and guidance during floods, especially regarding travel across flooded areas, areas at risk of landslides, and areas with deep water.

Review plans and ensure the readiness of personnel, equipment, food, and essential supplies in critical areas at risk of being cut off by heavy rains, landslides, and flooding, in order to promptly carry out rescue and relief work and support the people.

Proactively mobilize local resources, personnel, budget, and other funds to immediately implement disaster relief efforts; in cases exceeding the local response capacity, promptly report to relevant authorities for assistance in accordance with regulations.

The Provincial People's Committee requests the Department of Agriculture and Rural Development, within its assigned functions, duties, and authority, to proactively direct the response to heavy rains, floods, landslides, and flash floods according to regulations, ensuring the safety of dikes, dams, and reservoirs, and protecting agricultural production.

The Provincial Military Command and the Provincial Police Department direct the forces stationed in the area to proactively coordinate with local authorities to be ready to deploy forces and resources to support, proactively evacuate and relocate residents from dangerous areas, conduct rescue operations, and mitigate the consequences of natural disasters according to regulations.

The Ninh Binh Meteorological and Hydrological Station closely monitors the developments of rainfall and flooding, providing timely forecasts and information to relevant agencies and the public so that they can proactively implement response measures as prescribed.

Ninh Binh Radio and Television Station and Ninh Binh Newspaper have increased broadcasting time and news coverage to ensure that people are informed about the risks and developments of natural disasters, and know how to respond when natural disasters occur, especially landslides, flash floods, and flooding, in order to minimize damage.

The Office of the Provincial Steering Committee for Disaster Prevention and Search and Rescue, in accordance with its assigned functions and duties, monitors and urges units to strictly implement the directives of the Provincial People's Committee.
