Make thorough preparations.
In 2024, Hoang Mai District was assigned a recruitment target of 116 citizens (91 for the army and 25 for the police) by the Hanoi City Military Service Council. During the recruitment process, the 14 wards in Hoang Mai District proactively gathered accurate personnel information. The ward-level Military Service Councils, through various means, actively encouraged young people to voluntarily participate in the recruitment examinations and promptly dealt with any acts or violations aimed at evading military service. Furthermore, local authorities also focused on implementing the military support policy for young people preparing to enlist.
The Hoang Mai District Military Service Council has selected 124 young men to enlist in the army (8 in reserve), including 57 who voluntarily submitted applications. Before their departure, the Hoang Mai District Party Committee held a ceremony to admit 3 outstanding individuals into the Party, including Nguyen Duc Thang (Mai Dong ward), born in 2005, who had just graduated from high school.

The Ho Chi Minh Communist Youth Union and the Hoang Mai District Military Command jointly organized a meeting for young people ready to enlist in the army in 2024. The program included an exchange titled "Uncle Ho's Soldiers - Proud from Wartime to Peacetime," featuring Colonel and Hero of the Armed Forces Le Duy Ung and 62 soldiers who were discharged at the end of 2023. The exchange program left a positive impression on the young people preparing to enlist.
Prior to the conscription day, the authorities and mass organizations of all 14 wards held meetings and presented gifts to local youth, encouraging the new recruits to demonstrate their responsibility and duty as the younger generation in building and protecting the Fatherland. According to reports from the localities, preparations for this year's conscription day were meticulously carried out by the wards with many diverse activities, ensuring the ceremony was solemn, warm, joyful, and truly reflected the meaning of a celebratory day. The new recruits, departing for military service, all expressed their honor and pride as the younger generation, and their determination and readiness to fulfill their sacred duty to the Fatherland.
49 % volunteered to enlist in the military.
The Hoang Mai District Military Command coordinated with the receiving units and collaborated with the wards in the area to assign and prepare detailed conditions for the troop handover ceremony to take place quickly and safely. The majority of attendees, who were relatives of the new recruits, highly appreciated this year's recruitment process, noting that it was conducted openly, transparently, and in accordance with the law, providing peace of mind for families whose children are enlisting.
Speaking on behalf of the 116 new recruits, Trieu Tuan Huy affirmed: "For us young people, participating in military service is an honor and a source of pride, because fulfilling military service is contributing a small part of ourselves to the revolutionary cause of the Party and the entire nation. The military environment is a challenge, and the image of Uncle Ho's soldiers will always be a shining example for all generations of Vietnamese youth to follow."

Speaking at the ceremony, Chairman of the Hoang Mai District People's Committee Nguyen Minh Tam praised the Hoang Mai District Military Service Council and the wards for their excellent work in motivating young people to enlist in the military, ensuring the quantity and quality in accordance with the regulations of the Military Service Law and the People's Police Law.
In particular, Hoang Mai district has 57 young volunteers (49%) who applied to join the military, and 3 young people had the honor of joining the Party before joining the army and the police force.
