Prepare carefully for the new HCMC apparatus to operate smoothly from July 1st

On the morning of June 16, in Ho Chi Minh City, the People's Committee of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province held a conference to reorganize the apparatus of departments, branches and public service units, to implement Resolution No. 202/2025/QH15 of the National Assembly on reorganizing provincial-level administrative units.

Attending the event were comrades: Nguyen Van Duoc, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee; Nguyen Van Tho, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ba Ria - Vung Tau province; Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province; and leaders of departments, branches and sectors of the three localities.

At the conference, leaders of the People's Committees of Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau provinces discussed and agreed on a number of general orientations on administrative unit arrangement, focusing on the arrangement of government blocks of the three localities.

Including the arrangement of departments, branches and sectors; establishment of a 2-level Public Administration Service Center; arrangement of headquarters, transfer of administrative units; support for career conversion training, job introduction, purchase and lease-purchase of social housing for cadres, civil servants, public employees and non-professional workers after the arrangement of the political system's organizational apparatus...

Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the three localities agreed to urgently and seriously implement the Central Government's policies and directions on rearranging administrative units at all levels and building a two-level local government model.

The work is deployed synchronously, closely, and in accordance with the process, aiming to avoid affecting the production and business life of people and businesses and ensuring the apparatus operates smoothly, synchronously, effectively and efficiently with the motto "lightning fast, running while queuing".

In principle, ensure the apparatus operates smoothly and continuously, serving people and businesses better after the reorganization; prevent corruption and waste.

Localities also agreed on plans to reorganize specialized agencies and public service units; the operating model of the Public Administration Service Center; regimes and policies for cadres, civil servants, public employees, and part-time workers who do not continue their duties after the reorganization...

To ensure that the new provincial and communal-level apparatus will come into operation from July 1, the Chairman of the Ho Chi Minh City People's Committee requested the three localities to coordinate and well implement the policies and directions of the Central Government, and focus on completing the proposed projects and tasks.

“There is still a lot of work to do to make the apparatus operate smoothly and serve the people and businesses better after the reorganization. I hope that you will join hands and unite to create a livable Ho Chi Minh City that is worthy of international and regional stature, meeting the expectations of the Central Government and the people,” said comrade Nguyen Van Duoc.
