On the morning of June 16th, in Ho Chi Minh City, the People's Committees of Ho Chi Minh City, Ba Ria - Vung Tau province, and Binh Duong province held a conference on reorganizing the organizational structure of departments, agencies, and public service units, in order to implement Resolution No. 202/2025/QH15 of the National Assembly on the reorganization of provincial-level administrative units.

Attending the meeting were: Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City; Nguyen Van Tho, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ba Ria - Vung Tau province; Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Binh Duong province; along with leaders of departments and agencies of the three localities.

At the conference, leaders of the People's Committee of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province discussed and agreed on a number of general guidelines for the reorganization of administrative units, focusing on the reorganization of the government structures of the three localities.

This includes reorganizing departments and agencies; establishing a two-level Public Administrative Service Center; reorganizing headquarters and transferring administrative units; supporting vocational training, job placement, and the purchase or lease-purchase of social housing for officials, civil servants, and non-professional workers after the reorganization of the political system's organizational structure…

Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that the three localities agreed to urgently and seriously implement the central government's policies and directives on rearranging administrative units at all levels and building a two-tiered local government model.

The work is implemented synchronously, closely, and according to procedures, aiming to avoid affecting the production, business, and daily lives of people and businesses, and to ensure the smooth, synchronized, effective, and efficient operation of the system with the motto "speedy, running and queuing at the same time".

In principle, the goal is to ensure the smooth and continuous operation of the system, better serving the people and businesses after restructuring; and to prevent corruption and waste.

Local authorities also agreed on plans for the reorganization of specialized agencies and public service units; the operational model of the Public Administrative Service Center; and the regime and policies for officials, civil servants, and non-specialized personnel who will not continue their duties after the reorganization…

To ensure the new provincial and commune-level administrative apparatus becomes operational from July 1st, the Chairman of the People's Committee of Ho Chi Minh City requested the three localities to coordinate and effectively implement the policies and directives of the Central Government, focusing on completing the projects and tasks that have been set out.

"There is still much work to be done to ensure the smooth operation of the system and better serve the people and businesses after the restructuring. I hope that all comrades will work together and wholeheartedly create a livable Ho Chi Minh City, worthy of international and regional standards, meeting the expectations of the Central Government and the people," Comrade Nguyen Van Duoc expressed.
