
The government has issued the national multidimensional poverty standard for the period 2026-2030.
This Decree applies to households as defined by the Law on Residence; and relevant agencies, units, and organizations.
Continue implementing the multidimensional poverty standard for the period 2022-2025 until December 31, 2026.
Article 3 of Decree No. 07/2021/ND-CP stipulates the criteria for measuring multidimensional poverty in the period 2022-2025:
a) Income criteria:
- Rural areas: 1,500,000 VND/person/month.
- Urban areas: 2,000,000 VND/person/month.
b) Criteria for the level of deficiency in basic social services:
- Basic social services (6 services), including: employment; healthcare; education ; housing; clean water and sanitation; and information.
- The indicators measuring the level of deficiency in basic social services (12 indicators) include: employment; dependents in the household; nutrition; health insurance; adult education level; children's school attendance; housing quality; average housing area per capita; access to clean water; sanitary toilets; use of telecommunication services; means of accessing information.
The Decree stipulates the continued implementation of the multidimensional poverty standard for the period 2022-2025 as prescribed in Article 3 of Government Decree No. 07/2021/ND-CP dated January 27, 2021, which regulates the multidimensional poverty standard for the period 2021-2025, from January 1, 2026, to December 31, 2026. This will serve as the basis for measuring and monitoring the level of income deprivation and access to basic social services for the people; it will also be the basis for identifying target groups for implementing poverty reduction and social security policies and planning other socio-economic policies in 2026.
Criteria for measuring the national multidimensional poverty standard for the period 2027-2030
For the period 2027-2030, the criteria for measuring the national multidimensional poverty standard are defined as follows:
Regarding income criteria , in rural areas, the average per capita income of households is 2,200,000 VND/person/month.
For urban areas, the average per capita income of households is 2,800,000 VND/person/month.
Regarding the index measuring the level of deficiency in basic social services , the Decree stipulates:
The employment deficit dimension includes: the employment index and the household dependency index.
The dimensions of health deficiencies include: health insurance coverage index and nutrition index.
The educational deficit dimensions include: the adult education level index and the child school attendance index.
The dimensions of the housing shortage include: the index of average housing area per capita and the index of housing quality.
The information deficit includes indicators for the use of telecommunications services and basic digital services.
The indicators of water shortage, sanitation, and environmental deficiencies include: the domestic water supply index, the index of hygienic toilets (fecal facilities), and the index of waste treatment.
Regulations on measuring indicators of basic social service deficiencies are specified in the Appendix attached to this Decree.
Criteria for determining poor and near-poor households
The decree also clearly specifies the criteria for determining poor and near-poor households. Specifically, these are as follows:
Poor households in rural areas are households residing in rural areas with an average per capita income of VND 2,200,000/person/month or less and lacking three or more indicators measuring access to basic social services.
Poor households in urban areas are households residing in urban areas with an average per capita income of VND 2,800,000/person/month or less and lacking three or more indicators measuring access to basic social services.
Near-poor households in rural areas are households residing in rural areas with an average per capita income of VND 2,200,000/person/month or less and lacking in at least 3 indicators measuring access to basic social services.
Near-poor households in urban areas are households residing in urban areas with an average per capita income of VND 2,800,000/person/month or less and lacking in at least three indicators measuring access to basic social services.
This Decree shall take effect from February 15, 2026.
The criteria for households with an average standard of living, as stipulated in point c, clause 2, Article 3 of Decree No. 07/2021/ND-CP, will continue to be implemented from January 1, 2026, until the Government issues other regulations to replace it.
The criteria and procedures for reviewing and identifying low-income workers under the National Target Program for the period 2021-2025, as stipulated in point d, clause 3, Article 1 and clause 4, Article 1 of Government Decree No. 30/2025/ND-CP dated February 24, 2025, amending and supplementing a number of articles of Decree No. 07/2021/ND-CP, shall cease to be effective from January 1, 2027.
