'We have been forgotten'

According to local residents, Ba Diem 4 Street, the section from Phan Van Hon Street to the front of Bui Van Ngu Primary School (in Tien Lan hamlet), has been paved with asphalt and drainage systems have been installed, making travel quite convenient.

However, the section of road from Bui Van Ngu Primary School, extending about 2 km into the residential area, has not been constructed for many years, making travel very difficult. This stretch of road is riddled with potholes. On rainy days, water accumulates on the road surface, creating deep, closely spaced holes that are very dangerous.

On Ba Diem 4 road (Tien Lan hamlet), potholes and large depressions are densely packed, filled with water.

"The road is in terrible condition; it's a pity for the students going to school. Anyone who walks there ends up with their uniform covered in mud," said Ms. Luong Thi Yen Hong (36 years old, residing in Hoc Mon District). According to Ms. Hong, since she got married and moved to the area five years ago, the road has always been dusty in the sun and muddy in the rain.

Meanwhile, Mr. Tran Quang (74 years old) said that he has lived here for over a decade, and for all those years, the road in this area has been in disrepair. Because the road lacks drainage, water accumulates whenever it rains, and with the frequent passage of cars and trucks, the road deteriorates faster. The section from Phan Van Hon Street to the school, however, has been paved and has a drainage system, making travel much more convenient.

"We feel like we've been forgotten. It's so frustrating, we don't know when the road will be built," Mr. Quang said sadly.

People struggled to navigate the severely damaged section of road.

Having rented a house on Ba Diem 4 Street to open a small roadside beverage stall to make ends meet, Ms. Tran Thi Khanh Ly (53 years old) laments the poor business. According to Ms. Ly, the reason is the extremely bad road. On sunny days, large vehicles passing by kick up clouds of dust, discouraging customers from sitting at the stall. On rainy days, the road becomes muddy, and passing vehicles splash dirty water into the stall. Most of her customers are workers from nearby companies; very few casual customers come to sit at the stall because they are afraid of the dirt, and her income from selling is minimal.

"Oh dear, I'm suffering so much."

From a distance, two women riding a motorbike weaved through the bad road, avoiding puddles. Seeing us filming, the two women stopped and approached to ask how we were doing. Upon learning we were reporters, Mrs. Huynh Thi Ut (48 years old) lamented, "The road is so damaged, life here is so hard!"

Ms. Ut said she had witnessed many incidents of students and parents falling into potholes while taking their children to school in this area.

Ba Diem 4 Street, the section from Phan Van Hon Street to the front of Bui Van Ngu Primary School (Tien Lan Hamlet), has been paved with asphalt and has drainage systems installed, making travel quite convenient. However, beyond that section, the road is in very poor condition, full of potholes and large cracks.

According to Ms. Ut, during neighborhood meetings, residents have repeatedly petitioned the local government to pave the remaining section of Ba Diem 4 road with asphalt (under a public-private partnership model), but this has yet to be implemented after many years.

"When the road deteriorates too much, they use trucks to dump gravel to patch it up. But that's only a temporary solution; after a few days, the road gets damaged again. It's too expensive," Ms. Ut commented.

The road is riddled with potholes.

Regarding the damage and deterioration of Ba Diem 4 road (Tien Lan hamlet), we contacted the People's Committee of Ba Diem commune and received the following written response:

Regarding the concerns raised by residents along Ba Diem 4 road, Tien Lan hamlet, Ba Diem commune (the section from Bui Van Ngu School to the end of the road where houses are located), the People's Committee of Ba Diem commune has proposed investment in accordance with the list of construction projects (under the National Target Program for New Rural Development giai đoạn 2023 - 2025), and is currently awaiting the city's review and approval.

Residents hope their request will be heard so that a 2km section of Ba Diem 4 road can be paved with asphalt soon, making travel more convenient for them.

While awaiting the city's approval of the investment, the People's Committee of Ba Diem commune also continues to propose the maintenance of the transportation infrastructure system and the repair and patching of this road section in the 2024 maintenance list.
