According to local people, Ba Diem 4 Street, from Phan Van Hon Street to the front of Bui Van Ngu Primary School (in Tien Lan Hamlet), has been paved with asphalt and has drainage, making it quite convenient to travel.
However, the section from Bui Van Ngu Primary School deep into the residential area, about 2 km, has not been constructed for many years, making travel very difficult. This road section is full of potholes. On rainy days, the water on the road surface creates deep, dangerous holes.
On Ba Diem 4 Street (Tien Lan Hamlet), "potholes" lie close together and are filled with stagnant water.
"The road is bad, it's pitiful for students to go to school. Those who walk have their uniforms covered in mud," said Ms. Luong Thi Yen Hong (36 years old, living in Hoc Mon District). According to Ms. Hong, since she got married and moved to the area 5 years ago, the road is always dusty in the sun and muddy in the rain.
Meanwhile, Mr. Tran Quang (74 years old) said that he has lived here for a dozen years and for the same number of years the road in this area has been damaged. Because the road has no drainage system, every time it rains, the water stagnates, cars and trucks pass by a lot, the road deteriorates faster. Particularly the section from Phan Van Hon Street to the school has been paved, has a drainage system, making travel much more convenient.
"We feel like we've been forgotten. It's so miserable, I don't know when the road will be built," Mr. Quang said sadly.
People struggle to move through the badly damaged road
Renting a house on Ba Diem 4 Street to open a small roadside shop to earn a living, Mrs. Tran Thi Khanh Ly (53 years old) complained because of the sluggish business. According to Mrs. Ly, the reason is because the road is too bad. When it is sunny, big vehicles pass by, creating dust, and customers are afraid to sit at the shop. When it rains, it is muddy, and dirty water is splashed into the shop by passing vehicles. Most of her customers are workers from nearby companies, and passersby rarely come to sit at the shop because they are afraid of getting dirty. Her income from trading is also not much.
'I'm so miserable, baby'
From afar, two women were riding a motorbike zigzagging through a bad road, avoiding puddles. Seeing us filming, the two women stopped their motorbikes and came over to ask us questions. When they realized we were reporters, Mrs. Huynh Thi Ut (48 years old) complained: "The road is broken, it's so miserable here!"
Ms. Ut said she has witnessed many incidents of students and parents taking their children to school falling in this area due to sinkholes.

According to Ms. Ut, in the group meetings, the people have petitioned the local government to construct the remaining section of Ba Diem 4 road (in the form of the state and the people working together), but for many years it has not been implemented.
"If the road is too degraded, they send trucks to dump rocks to patch it up. But that's a temporary solution, and after a few days the road will be damaged again. It's too costly," said Ms. Ut.
Potholes all over the road
Regarding the damage and degradation of Ba Diem 4 Street (Tien Lan Hamlet), we contacted the People's Committee of Ba Diem Commune and received the following written response:
Regarding the reflection of people on Ba Diem 4 road, Tien Lan hamlet, Ba Diem commune (from Bui Van Ngu school to the end of the residential area), Ba Diem commune People's Committee has proposed investment according to the project construction investment portfolio (according to the National Target Program on New Rural Construction for the period 2023 - 2025), currently waiting for the city to consider and approve.
People hope their petition will be heard so that a 2km section of Ba Diem 4 road will soon be paved, making it more convenient for people to travel.
While waiting for the city to consider and approve the investment, the People's Committee of Ba Diem commune also continues to propose to maintain the traffic infrastructure system and repair and patch this road section in the maintenance list for 2024.
