With a proactive, coordinated, and practical approach, Hoai Duc commune is gradually deepening digital transformation, contributing to the innovation of governance methods at the grassroots level and improving the quality of service to the people.
Since the beginning of 2026, the Steering Committee 57 of Hoai Duc commune has focused on consolidating its organizational structure, developing operational regulations, and issuing a plan to implement Resolution No. 57-NQ/TW in accordance with the local situation. To date, the Steering Committee is monitoring 116 tasks related to science , technology, innovation, and digital transformation. Of these, 85 tasks have been completed, and 29 tasks are continuing to be implemented until the end of 2026.
A notable aspect of the implementation process in Hoai Duc is the synchronized involvement of the entire political system. All tasks closely followed the directives of the Central Government, the Hanoi City Party Committee, and the Hanoi City Party Committee's Steering Committee 57, while also being concretized in a practical, easy-to-implement manner that closely aligns with the actual needs of the people.
Within the Party Committee, the application of information technology in leadership and guidance has been promoted with many specific solutions. Common digital platforms have been deployed synchronously; documents serving Party work are gradually being digitized; and four Party administrative procedures have been implemented on the National Public Service Portal. The "paperless meeting room" model continues to be effective, contributing to the modernization, efficiency, and scientific improvement of working methods.
Online conferences with subordinate Party branches are also regularly maintained, helping to ensure smooth, timely, and flexible guidance and management. This is considered an important step in reforming the working methods of grassroots Party organizations in the digital age.
The People's Council of the commune has also actively applied information technology to the activities of the elected body. From organizing meetings and supervision to compiling reports, everything is carried out in a digital environment, contributing to improving the quality of operations and increasing transparency. To date, the People's Council of the commune has completed 26 out of 27 assigned tasks, demonstrating a strong determination in implementing digital transformation.
The People's Committee of Hoai Duc commune has determined that digital transformation must be closely linked to serving the people and solving practical problems in the locality. Many practical models have been effectively implemented, such as the Digital Literacy Support Point and the Online Administrative Procedure Support Point at the village and neighborhood cultural centers. This helps people, especially the elderly, gradually access and use online public services more conveniently.
Hoai Duc commune is also promoting the use of digital signatures and electronic documents in management and administration; deploying surveillance cameras at key intersections to improve urban management efficiency and ensure security and order. The application of QR codes in food traceability continues to expand, contributing to raising awareness of food safety and protecting consumer rights.
Along with the involvement of the government, the Fatherland Front Committee and mass organizations at the commune level continue to promote the role of disseminating information and mobilizing people to participate in digital transformation. Community digital technology groups and youth teams supporting online public services are regularly maintained; actively assisting people in installing and using digital applications such as VNeID and eTax Mobile to serve their daily lives and administrative transactions.
“Previously, every time I had to complete administrative procedures, I had to travel back and forth many times because I wasn't familiar with using my phone. But since the commune established online public service support points at the village cultural centers and residential areas, the officials and youth union members have provided very specific guidance, making online application submission much more convenient. We see that digital transformation is no longer a distant dream but is directly integrated into our daily lives,” shared Mr. Nguyen Dinh Chien from Cuu Quan village.
Meanwhile, Mr. Ngo Van Tan from Noi village said: “Through community digital technology groups, young people in the commune regularly assist people in installing VNeID and using online public services. Most importantly, people are starting to change their habits and proactively access digital technology.”
According to Nguyen Thanh Binh, Secretary of the Party Committee, Chairman of the People's Council, and Head of the Steering Committee 57 of Hoai Duc commune, digital transformation has been identified by the locality as a key and continuous task in the leadership, direction, and management of the entire political system.
Based on that, in the coming period, Mr. Binh requested that agencies and units continue to review and upgrade information technology infrastructure; promote digital skills training for officials and citizens; strengthen cybersecurity; and develop a set of KPI indicators to evaluate the effectiveness of digital transformation suitable for each field.
In addition, the head of the Hoai Duc commune Party Committee also requested the effective implementation of models such as "Community Digital Technology Teams" and "Youth Teams Supporting Online Public Services," contributing to the promotion of digital government, digital economy, and digital society in Hoai Duc commune.
From the initial results, it can be seen that Resolution 57-NQ/TW is gradually being implemented in Hoai Duc commune through concrete, practical, and people-oriented actions. Not only has it created changes in management and administration, but digital transformation has also opened up a new foundation for building a digital government, digital economy, and digital society at the grassroots level, contributing to the sustainable development of the locality in the new phase.
