On the afternoon of May 25th, at the National Assembly building, Politburo member, Secretary of the National Assembly Party Committee, and Chairman of the National Assembly Tran Thanh Man chaired a working session with the Standing Committee of the People's Petition and Supervision Committee on key tasks for 2026 and the entire 2026-2031 term.
After listening to the reports and opinions at the meeting, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the sense of responsibility, initiative, and great efforts of the Committee in the past period.
The Speaker of the National Assembly acknowledged that, during the 15th National Assembly term and the first months of 2026 of the 16th National Assembly term, the Committee had made concerted efforts and worked together to improve the institutional framework for oversight activities; actively contributing to important laws and resolutions of the National Assembly.

Besides the achievements, the Chairman of the National Assembly requested the Committee to frankly identify the fundamental bottlenecks currently facing the country, including the fact that the role of citizens has not truly shifted strongly towards strategic advisory roles; data on citizens' petitions has not been fully exploited as input for supervision and remains fragmented. The post-supervision mechanism, which follows up on accountability, needs to be tightened; digital transformation has not created breakthroughs; inter-agency coordination is sometimes inconsistent; and resources and specialized capabilities have not kept pace with new requirements.
"It's time for the Committee to move beyond simply receiving, compiling, forwarding petitions, monitoring, and reporting, and instead become a strategic advisory body, a place for early detection of problems, policy warnings, coordinating oversight activities, and ensuring accountability in implementation, " the Speaker of the National Assembly emphasized.
The Chairman of the National Assembly stated that General Secretary and President To Lam has always emphasized: " The people are the foundation," and "The people are the center, the subject, the goal, and the driving force of development." Therefore, if the National Assembly wants to innovate more strongly, substantively, and effectively, its activities in addressing people's concerns and oversight must have many new aspects, so that "the people trust, the Party trusts," and the Party's will and the people's aspirations are intertwined.
In the coming period, the Chairman of the National Assembly requested that citizens' petitions and oversight be closely linked. Citizens' petitions should provide practical data, reflect the people's suggestions, highlight policy shortcomings, and address limitations in law enforcement; while oversight must thoroughly address issues arising from citizens' petitions, clarify responsibilities, and bring about concrete changes.
"The Committee's work needs to shift strongly from an administrative approach to an analytical, forecasting, and policy-making mindset. Each recommendation must be well-founded, have a clear accountability, a solution, and a mechanism for follow-up," the Speaker of the National Assembly stated.

Simultaneously, the Chairman of the National Assembly also requested innovation in voter outreach activities. The Committee needs to coordinate with the Central Committee of the Vietnam Fatherland Front and relevant agencies to genuinely listen to the opinions of voters, avoiding formality and repetition of participants. Through each voter outreach session, the Committee must understand the thoughts and aspirations of voters and the people nationwide in order to report to the National Assembly and make recommendations to the Party, the Government, ministries, sectors, and localities.
"The people's aspirations must be demonstrated to the National Assembly so that they can see that it is truly listening, truly monitoring, truly supervising, and truly promoting solutions," the Speaker of the National Assembly emphasized.
Enhancing the effectiveness of "sharp" monitoring activities.
Regarding oversight activities, the Speaker of the National Assembly emphasized the need for the Committee to elevate its oversight activities towards a sharper, more focused approach, with post-auditing and a focus on positive change.
Accordingly, the advisory committee for the National Assembly's oversight activities and the National Assembly Standing Committee will focus on major issues such as institutional bottlenecks, implementation, resource allocation, public service discipline, and the quality of public services. " Oversight conclusions must include accountability, implementation deadlines, performance indicators, and reporting mechanisms; oversight recommendations must not be left unaddressed ," the National Assembly Chairman stated.
The Speaker of the National Assembly also requested thorough preparation of two major oversight projects: the Project on Strengthening the Party's Leadership Role in the Oversight Activities of the National Assembly and People's Councils, and the Project of the Standing Committee of the National Assembly on the Key Orientations for Oversight Activities in the 16th National Assembly Term.
“ This must be a strategic product for 2026 and for the entire term. The two proposals must clearly answer the question of what the supervision is for, where it will be conducted, what tools will be used, how follow-up will be carried out after supervision, and how the responsibilities of the supervised agencies will be established. The spirit is that supervision aims to remove bottlenecks, unlock resources, tighten enforcement discipline, protect the legitimate rights of the people, and promote socio-economic development, national defense, and security,” the National Assembly Chairman stated.

A key requirement emphasized by the Speaker of the National Assembly is that digital transformation must become a breakthrough in citizen petition work and oversight. Digital transformation is not about equipping with individual software programs, but about fundamentally reforming the way of working.
The Chairman of the National Assembly proposed the establishment of a data platform to serve citizen reception, handling of petitions, monitoring the resolution of voter requests, and oversight activities. The data system must be usable, interconnected, analyzeable, capable of providing warnings, traceable to accountability, and able to support leadership and management.
The committee needs to study the step-by-step application of digital technology and artificial intelligence in classifying petitions, detecting recurring issues, identifying pressing social trends, and supporting the selection of monitoring content. The Speaker of the National Assembly stated that this is a requirement to shift from handling incidents to preventing them "early and from afar".
The Speaker of the National Assembly requested the development of a team of public petition and oversight officials with strong character, skills, data, and policy-oriented thinking; standardization of professional procedures, in-depth training, increased utilization of experts and scientists, and the creation of a united, democratic, and innovative working environment.
The 16th Committee on Citizen Petitions and Supervision has 35 members, including 10 members of the Standing Committee (comprising the Chairman, 4 Vice-Chairmen, and 5 members who are full-time National Assembly deputies working at the Committee) and 25 members who are part-time National Assembly deputies.
