Use effectiveness as the benchmark.
At the end of September 2025, the Hue City Police Department became the first unit nationwide to organize a thematic conference on "Digital Transformation Thinking and Leadership in the Digital Environment". Hundreds of police officers and commanders from various units and localities attended a presentation by Mr. Nguyen Tuan Huy, Head of the Digital Transformation Department of the Vietnam Telecommunications Corporation, on the topic "Digital Transformation Thinking and Digital Leadership in the Digital Environment within the Police Force" and discussed practical questions related to their work.
According to Colonel Duong Van Thoan, Deputy Director of Hue City Police, in the current period, the strong application of digital technology and the effective exploitation of data platforms and artificial intelligence are key factors that help the city's police proactively monitor the situation, improve the effectiveness of state management, prevent and combat crime, and serve the people.
“If leaders don’t lead by example and aren’t willing to change, it will be very difficult for digital transformation to be truly effective. It is precisely from this shared understanding that the implementation of digital transformation tasks at the Hue City Police Department has been carried out synchronously and consistently from the city level to the grassroots, closely linked to practical requirements and using the effectiveness of serving the people as a measure,” Colonel Duong Van Thoan shared.
Many creative approaches
A notable highlight in the digital transformation goals of the Hue City Police Department is the deployment of "Digital Literacy Teams for the People." Through this model, officers and soldiers directly guide citizens in accessing and using digital platforms, especially the VNeID application. As a result, people in the area have actively participated in providing feedback on the draft amendments to the Constitution and the documents of the 14th Party Congress through the digital environment. Consequently, Hue City ranks among the top 5 nationwide in the percentage of citizens participating in providing feedback and is number one nationwide in the number of comments on the documents of the 14th Party Congress, clearly demonstrating the effectiveness of bringing digital transformation closer to the people and for the people.
Simultaneously, the Hue City Police Department is also promoting the application of science and technology, including artificial intelligence, in ensuring security and order. Based on practical experience, the unit has researched and implemented the initiative "On-the-spot penalties based on cold images," using software to identify violations from surveillance camera data, contributing to improved efficiency in handling traffic safety violations. This initiative was highly appreciated by the Ministry of Public Security and selected for display at the People's Police Digital Transformation Conference held in Hanoi.
In implementing the Government 's Project 06 on "Developing applications of population data, electronic identification and authentication to serve the national digital transformation in the period 2022-2025, with a vision to 2030," the Hue City Police Department continues to demonstrate its core and pioneering role with the motto of prioritizing citizen satisfaction. The police force has processed nearly 105,000 applications on time; completed 100% of level 2 electronic identification for foreigners; guided the activation of 860,990 VNeID accounts; and cleaned and updated 100% of population data according to the new administrative unit and the two-tiered local government model.
In particular, the Hue City Police Department completed the renewal of Party membership cards for 100% of its members ahead of schedule and continued to be among the top 5 nationwide in completing the task of giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, through the effective exploitation of the National Population Database.
The Hue City Police Department continues to identify digital transformation as a long-term, continuous task, aiming to build a professional, elite, and modern police force that meets the requirements of the new situation.
Thanks to continuous efforts in innovation, improving working methods, and enhancing the quality of service to the people, the administrative reform index of the Hue City Police Department continues to be rated Excellent, moving up in rank to 6th nationwide in 2025. |
