Meanwhile, we should develop in the direction of building for rent instead of buying and selling because it will be difficult to ensure demand because the income difference is quite large.
Taking examples from practice, Chairman of VNRea said that in many developed countries, notably Germany, rental housing is the main type of housing in this country.
In countries, increase the proportion of rental housing through Real Estate Trusts -REITs. When investing in this channel, people's assets still remain, profits may be a little lower but safe and sustainable.
“Social housing development should follow the direction of many houses for rent, increasing the proportion to 30-40% to solve the housing problem. The state should encourage businesses and people to invest in rental housing. People still have a lot of money, but they only know how to deposit it in banks while rental housing is also a potential channel and can solve the housing problem," Mr. Ha said.
Sharing the same opinion, Dr. Vu Dinh Anh believes that in Vietnam, social housing is being developed in a direction that has the problem of not being designed with a rental mindset.
“Like in Germany, we only support renting a house, not supporting home buyers. I think it is necessary to stipulate that social housing is 100% for rent, while we only allow 20% for rent," Mr. Anh stated.
As a National Assembly Delegate, Mr. Phan Duc Hieu - Standing Member of the National Assembly's Economic Committee believes that there should not be a "we should only" approach to social housing development. , “I just do it”. According to Mr. Hieu, it should be approached in many ways and from many angles as long as the end result is to support the people.
“I agree with the opinion of some experts that social housing should be rented. However, besides renting, buying and selling should also be allowed so that those who can afford to buy can buy, and those who cannot afford to can rent," Mr. Phan Duc Hieu said.
However, Dr. Vu Dinh Anh also added that how to distribute social housing to the right people to buy a house is another story.
The expert emphasized that if you do not research carefully and do not have clear statistics, you will easily encounter the consequences of not selling to the right target audience, target audience not being able to buy, if you let them buy, life will be more difficult because the large income to pay off loans.
Particularly riskier is selling houses to the wrong people. The expert confided that he is not surprised that people who use cars buy houses, because according to him, they only have money to buy social housing.
Looking from the perspective of architectural planning, Architect Pham Thanh Tung - Chief of Office of the Vietnam Association of Architects said that people think that building social housing to save costs is to build low floors, or even without a basement. To save costs, selling at a cheap price is not accurate.
“To build social housing, housing for workers, maybe we have to learn from those who do motel business. That location must be close to factories, plants, and schools," Mr. Tung shared. Accordingly, Mr. Tung made 3 recommendations.
First, Social housing development must be led by the State and accompanied by businesses.
