The first session of the 16th National Assembly laid a particularly important foundation for Hanoi's breakthrough development with the adoption of the Capital City Law in 2026, which includes many unique and superior mechanisms, policies, and powers.

Along with Resolution No. 02-NQ/TW of the Politburo on building and developing Hanoi in the new era and the Master Plan for Hanoi with a 100-year vision, Hanoi has the basis to be more proactive in designing policies, mobilizing resources, removing bottlenecks, and reorganizing development space in the new era.

First and foremost, to affirm the spirit of "saying what you mean and doing it, doing it quickly, doing it correctly, doing it effectively, and doing it to the end," Hanoi has demonstrated vision and pioneering responsibility in bringing the Party and State's guidelines and policies into life.

Immediately after the Law on the Capital City (amended) was passed, Hanoi City promptly issued important directives and regulations to ensure the law's implementation was systematic, unified, and effective. Notably, on May 4, 2026, the Standing Committee of the City Party Committee issued Directive No. 15-CT/TU on organizing the implementation of the 2026 Law on the Capital City.

Overall, the city identifies the implementation of the 2026 Capital City Law as a key, overarching political task, placed within a closely integrated framework with other important documents, namely the Hanoi Capital City Master Plan with a 100-year vision and Resolution No. 02-NQ/TW of the Politburo on building and developing Hanoi Capital City in the new era.

The workload is enormous and of particular importance in the development of the Capital City in the new era. Accordingly, with the 2026 Capital City Law, the city has 153 tasks that need to be institutionalized. Of these, the City People's Council is responsible for 118 tasks, the City People's Committee for 33 tasks, and the Chairman of the City People's Committee for 2 tasks. Currently, all agencies and units of the city are focusing intensely on drafting the documents, striving to complete them before June 15, 2026, ensuring synchronization, timeliness, and immediate implementation from July 1, 2026.

Regarding Resolution No. 02-NQ/TW of the Politburo, dated April 29, 2026, the Hanoi City Party Committee has issued an Action Program to implement the Resolution. Notably, among the nine key tasks, the Action Program outlines 105 specific tasks to be implemented, assigning lead agencies, coordinating agencies, expected outcomes, and completion timelines. The Action Program also includes a list of key projects and works for the periods 2026-2035 and 2036-2045, clearly stating investment objectives, projected funding sources, and projected implementation and completion timelines.

The Hanoi Capital City Master Plan with a 100-year vision has been approved in principle by the City People's Council to serve as the basis for reporting to the Government for consideration and approval. The city identifies the implementation of the plan as aiming to thoroughly address the inadequacies and overlaps in the current planning system; creating a unified and synchronized legal basis for long-term development. The plan also opens up opportunities for restructuring development space, removing bottlenecks, unlocking new potential, and creating new momentum for the Capital City to develop in a manner befitting its cultural heritage, civilization, modernity, and sustainability.

In implementing policies and guidelines, Hanoi places the aforementioned "three pillars" within a unified framework to ensure synchronized implementation with the Central Committee's strategic resolutions and the resolutions of Party congresses at all levels. Specifically, Resolution No. 02-NQ/TW of the Politburo serves as the fundamental political foundation, comprehensively guiding the development of the capital city in the new development phase. Meanwhile, the 2026 Law on the Capital City is the institutional tool, and the Hanoi Capital City Master Plan with a 100-year vision is the strategic basis for selecting, designing, and correctly applying the unique and superior mechanisms for the development of the capital city.

These three pillars support and complement each other, working together towards the goal of building and developing the capital city in a way that is cultured, civilized, modern, green, smart, rich in identity, and livable.

At a meeting with constituents of National Assembly representatives from Constituency No. 1 in Hanoi, following the first session of the 16th National Assembly on May 4-5, General Secretary and President To Lam emphasized that each step of Hanoi's development has a ripple effect on the entire country: “Each specific mechanism must be linked to a clear objective, a concrete task, a responsible party, and a verifiable result. That is how the 2026 Capital City Law will not remain on paper, and the Capital City Planning will not stop at blueprints, but become a real driving force for development.”

As a leading example, Hanoi recognizes that all policies must stem from practical realities, and all actions must be measured by concrete results. In implementing the strategic pillars of the capital's development, Party committees, organizations, agencies, units, localities, and cadres and Party members adhere to the "six clear principles": clear person, clear task, clear progress, clear responsibility, clear product, and clear authority. The city also strengthens inspection and supervision, promptly correcting and strictly handling cases of delays, evasion, and shirking of responsibility.

The general principle is that the mechanisms and policies given to Hanoi by the central government are being concretized in practice to address issues that the general mechanisms have not been able to handle or have not handled quickly enough, and to remove bottlenecks. The city prioritizes what needs to be done first, immediately removing bottlenecks and effectively resolving issues that directly impact people's lives, such as: traffic, environment, flooding, renovation of old apartment buildings, development of social housing, urban beautification, land management, handling of slow-moving projects, food safety, etc.

Simultaneously, the city is realizing goals and tasks that create momentum for long-term development, such as: developing large-scale projects based on the principle of "infrastructure precedes, paving the way" for the new urban structure of the capital. In addition, the city is innovating its development model, establishing a double-digit growth model for the capital with a focus on rapid, sustainable growth, with the people at the center and culture as the foundation...

The realization of the strategic pillars of Hanoi's development is taking place in the context of Hanoi entering a new phase of development with very high demands, requiring strict discipline, tight order, persistent work, and clear, measurable results. All policies must stem from reality, and all actions need to be measured by concrete results in real life.
