Halal is a global market with over 2 billion Muslim consumers worldwide . With Muslims currently accounting for nearly 25% of the world's population and projected to reach approximately 2.8 billion by 2050, the global Halal market is large, has significant potential, and is diverse in its sectors. However, Halal food refers to products that are "permitted" or "legal" for consumption under Islamic law, with strict requirements from the smallest ingredients to processing and transportation.
Quang Tri province currently has 898 cooperatives and 2,555 cooperative groups, of which 94 cooperatives have OCOP (One Commune One Product) products. After many years of primarily selling to the domestic market or exporting on a small scale, agricultural products in the province are now facing new opportunities as they begin to access the Halal market. In particular, the agricultural products and processed products of Quang Tri province's cooperatives are mostly plant-based, making them the easiest to meet Halal requirements with the lowest risk.

During a meeting between the Provincial Cooperative Alliance and the Halal Vietnam Organization, both sides agreed on a roadmap to support cooperatives in accessing Halal standards, gradually integrating local products deeper into the global supply chain. This activity took place in the context of Decree No. 127/2026/ND-CP, which came into effect on June 1, 2026, establishing a relatively comprehensive legal framework for the Halal sector in Vietnam for the first time. This is considered a crucial step in overcoming obstacles for businesses and cooperatives when participating in export markets to Muslim countries.
To access the Halal market most effectively, instead of mass implementation, Quang Tri province prioritizes cooperatives with existing foundations, such as: having OCOP products; products with packaging and labeling suitable for export; established production and traceability systems; and a strong commitment to the foreign market. These factors will help the selected cooperatives achieve results faster when participating in the Halal market, thereby creating a model for the entire province.
Mr. Nguyen Quoc Huong, Chairman of the Board of Directors of Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative, said: “The cooperative had the opportunity to attend a conference on the Halal market, which is a very promising direction for Vietnamese agricultural and food products in general and the cooperative's products in particular. Our cooperative currently has 20 products, including 14 OCOP products. Accessing the Halal market not only opens up export opportunities but also serves as a driving force to improve product quality and perfect production processes towards safety, transparency, and traceability. Our strong products such as edible mushrooms, medicinal mushrooms, processed agricultural products, and dried foods all have the potential to participate in the Halal supply chain if they meet the necessary certification standards.”
According to Mr. Huong, in the coming time, Tuan Linh Clean Mushroom Production and Agricultural Business Cooperative plans to conduct more in-depth research on Halal standards; seek partners, participate in trade promotion programs, and gradually build certification dossiers for compliant products. This is a step to diversify markets, enhance the value of OCOP products, and bring local agricultural products to international markets with high requirements.
Along with the advantage of diverse and abundant agricultural resources, in its new economic development strategy, Quang Tri is simultaneously developing important logistics infrastructure, such as: My Thuy deep-water port, expressways, cross-border economic and trade zones… If combined with exports to the Halal market, the province can expand its role from a production area to a logistics and trade link for the Central region.
According to the Chairwoman of the Provincial Cooperative Union, Dinh Thi Quynh Hoa: "Halal is one of the most promising markets today. If we take advantage of the opportunities from the new legal framework and support programs, many key products of the collective economic sector can gradually participate more deeply in the global supply chain."
