There are still 2.8 million vehicles that have not converted their toll collection accounts to traffic accounts.

On September 25, the Department of Roads said that up to this point, there are still about 2.8 million out of 5.8 million vehicles nationwide that have not converted their toll collection accounts to traffic accounts. Meanwhile, in just one week, vehicles that have not converted will not be able to pass through non-stop toll stations.

In September 2025, the Department of Roads coordinated with service providers to review transaction data. The results showed that there were about 900,000 accounts with transactions but had not yet connected to non-cash payment methods.

The main reason is that some vehicle owners are not interested and do not have the need to travel through toll stations, so they have not converted their accounts or connected their traffic accounts with non-cash payment methods; there are difficulties in linking with bank accounts.

The Vietnam Road Administration has directed investors and BOT project enterprises to coordinate with road payment service providers to arrange staff on duty at the station 24/7 to support and guide vehicle owners in converting accounts, connecting traffic accounts with payment means, and continuing to coordinate to remove difficulties and obstacles to facilitate vehicle owners.

According to Decree 119/2024 on electronic payment for road traffic, car owners must convert their non-stop toll collection accounts to traffic accounts and link them to non-cash payment methods before October 1. If they do not do so, their vehicles will not be able to pass through non-stop toll stations.

The Vietnam Road Administration recommends that vehicle owners urgently convert their accounts. Registration of non-cash payment means and linking to transport accounts is only done on the vehicle owner's current applications (no need to install a new application).
