Party Branch Secretary and Head of the Front Committee, Khuong Van Yen, propagates and mobilizes people to participate in the street's emulation movements.
After many years working at the Project Management Board of Construction Works under the Thanh Hoa Department of Construction, at the end of 2016, Mr. Yen retired and joined the Party at Doi Cung 1 Street, Dong Tho Ward, Thanh Hoa City (formerly). In early 2017, Mr. Yen began to be involved in front-line work, later becoming Deputy Secretary of the Party Branch, then Secretary of the Party Branch and Head of the Front-line Work Committee of the street until now.
As the Party Branch Secretary, Mr. Yen not only upheld the spirit of pioneering and exemplary conduct, but also strived to implement President Ho Chi Minh's teachings: "A good Party branch ensures that all Party policies are implemented well, and all work progresses continuously. Conversely, if the Party branch is weak, the work will not go smoothly." He immediately set about building a "four-good" Party branch: good leadership in fulfilling political tasks; good quality of activities; good unity and discipline; and good cadres and Party members. Based on the criteria of a "four-good" Party branch, as the "leading figure" of the street, he, along with the Party committee and branch, built Doi Cung 1 Street into a shining example in Dong Tho ward (formerly). This is evidenced by the fact that from 2017 to 2024, the Party branch was consistently rated as having excellently completed its tasks by the Dong Tho Ward Party Committee and the Thanh Hoa City Party Committee (formerly).
For the residents of Doi Cung 1 Street, when patriotic emulation movements are always at the forefront of the ward, the leadership role of the Party branch is even more clearly demonstrated. The Party branch committee here has shifted its mindset from discussing what they already have to discussing what the people need, directly addressing issues affecting people's lives. Because they clearly understand that what benefits the people must be done, practical issues related to people's lives, such as building a civilized urban area, friendly citizens, environmental sanitation, urban order, food safety, fire prevention and control, etc., have naturally moved from Party branch meetings into real-life situations, receiving the agreement and support of cadres, Party members, and the people.
Before Mr. Yen became Party Branch Secretary, Doi Cung 1 Street had already been recognized as the first provincial-level cultural street in Thanh Hoa, and also one of the first model streets in the former Thanh Hoa City. Creating even more outstanding achievements for the street was no easy task. Yet, thanks to skillful propaganda and mobilization efforts, he and the Party branch led Doi Cung 1 Street to the forefront of Dong Tho Ward (formerly) in many areas. One of the most notable achievements was collecting various funds from the people's contributions. Initially, he formed teams to go to each household to solicit donations with the motto "going to every alley, knocking on every door." Soon after, realizing this method wasn't truly effective and required a lot of effort, he discussed it with the Party committee and the street management board, and organized a people's conference to agree on a centralized collection system at the community center. In addition, the street has established Zalo groups for Party branches, Party cell groups, People's groups, and Party member groups (Group 213)... to disseminate and implement plans to all Party members and the people as quickly and promptly as possible.
This approach has created a widespread impact and received the support of the entire population. As a result, Doi Cung 1 Street has consistently met, completed ahead of schedule, and exceeded its assigned targets. For example, in implementing Directive No. 22-CT/TU of the Provincial Party Committee on the campaign to build houses for poor households, policy beneficiary families, and households facing housing difficulties in 2024-2025, the street completed both campaign phases in just 5 days and collected over 80 million VND, exceeding the assigned target. Similarly, to renovate the street's cultural center, the people voluntarily contributed nearly 394 million VND for repairs, renovations, and equipment purchases. To keep the streets clean and beautiful, in addition to self-renovation by each family, the people in the street also contributed over 268 million VND to asphalt paving the roads...
According to Party Secretary Khuong Van Yen: “To ensure success, we always implement democratic principles effectively. All neighborhood activities are widely disseminated among the people, especially regarding financial transparency for revenue collection and projects funded by public contributions. This has garnered strong support from the people and yielded many positive results.”
The practical contributions of Party Branch Secretary and Head of the Front Committee Khương Văn Yên to Đội Cung 1 Street have been recognized by various levels and sectors, resulting in numerous commendations and certificates of merit. Most recently, in May 2025, he received a Certificate of Merit from the former Thanh Hóa City Party Committee on the occasion of the 10th anniversary of the implementation of Directive No. 05-CT/TW of the Politburo . This is a well-deserved reward and a motivation for him to continue his dedication and responsibility to the development of the street.
