The WB6 project to invest in IWT infrastructure is implemented in 14 provinces/cities in the Northern Delta region; It is a breakthrough in renovating the IWT infrastructure system in the Northern Delta, connecting regional inland waterway transport with coastal transport for socio-economic development, reducing the burden on roads. completed and put into operation in 2016. In order to maximize investment efficiency, the Government of Vietnam and the World Bank signed an Agreement to supplement capital for the WB6 project to invest in the Cluster of Canal Works. Day - Ninh Co is located in Nghia Lac and Nghia Son communes (Nghia Hung) with a total investment of 107,19 million USD; In which, ODA loan from the World Bank is USD 78,74 million, the counterpart fund of the Government of Vietnam is USD 28,45 million. The project is invested by the Management Board of Waterway Projects (Ministry of Transport); was started on March 1, 3, completed on June 2021, 30.

The cluster of works includes the following items: Canal connecting Day river and Ninh Co river; Dock; Overpass canal connecting Day - Ninh Co (15m still, reinforced concrete structure with length of 777,9m, including 18 spans of Super-T girders, length of path 1.497m) and ancillary items. On July 25, 7, the Ministry of Transport issued Decision No. 2023/QD-BGTVT officially announced the opening of the national inland waterway channel Nghia Hung Canal with a length of 888km (starting point at km1,18+8 of Ninh River). Co, in the territory of Nghia Lac commune, ending point at km300+35 of Day river, in the territory of Nghia Son commune; the technical level of the channel is a special grade (the Day river side has a bottom width of 450m, the bottom elevation -90m; the Ninh Co river side has a bottom width of 6,3m and a bottom elevation of -100m); static height of the boat is 6,7m. The Nghia Hung shipyard includes: lock 15m long, 179m wide, 17m high, useful length 10,5m; fixed anchorage system with 160 operating water levels, including 3 anchor groups; 12 waiting areas (at the front of the ship on both sides of Ninh Co and Day rivers, there are 2 anchorages and 7 pedestrian bridges on each side); The vehicle tonnage allowed to pass through Europe is up to 3 tons.

Speaking at the ceremony, Mr. Deputy Minister of Transport affirmed that this is the most complex transportation project (including road, inland waterway, irrigation) that the Ministry of Transport has deployed, encountering many people. difficulties due to the complicated developments of the COVID-19 epidemic during the construction period, but thanks to the active participation of units under the Ministry, the World Bank and especially the coordination and creation of maximum conditions of Provincial Party Committee, People's Council, People's Committee of Nam Dinh province and Nghia Hung district, so the canal - Au Tau Nghia Hung project has been completed to ensure progress. After the opening of the channel was announced, the Ministry of Transport assigned the Vietnam Inland Waterway Administration to operate, manage and exploit effectively. The Provincial Party Committee, People's Council, People's Committee of Nam Dinh province and Nghia Hung district are requested to continue to create favorable conditions for the unit to operate and exploit the project.
