According to Decree 171/2025/ND-CP effective from July 1 on training and fostering civil servants, those sent for postgraduate training for the first time must not be older than 45 years old from the time of sending to study instead of 40 years old as before. The requirement is to comply with the roadmap to increase the retirement age to 62 for men in 2028 and 60 for women in 2035 under normal working conditions.

The person sent to study must have worked for at least 3 years and have completed the task well for two consecutive years immediately before going to study. After completing the study, the person must commit to working at the agency for at least three times the training period.
Civil servants sent for training under a cooperation program with a foreign country signed or joined on behalf of the State or Government must, in addition to the above regulations, meet other requirements of the program.
The Decree clearly states that people sent for postgraduate training using the State budget or the agency's funds must compensate for expenses if they fall into one of the following cases: voluntarily dropping out of school or leaving work during the training period; not being granted a graduation certificate by the training institution; being disciplined by termination; having completed the course and been granted a graduation certificate but quitting the job, being disciplined by termination before serving the committed time.
Compensation costs include tuition and other expenses for the training course, excluding salary and allowances, if any. Those who voluntarily drop out of school or leave work during the training period; are disciplined and forced to quit; or are not granted a degree will have to compensate all costs. Compensation fees for civil servants who are disciplined and forced to quit before serving the required time are calculated according to a separate formula.
Cases that do not have to pay compensation include those who are sent but are not granted a degree due to serious illness, natural disaster or epidemic risks confirmed by competent authorities; those who are sent to study but are then mobilized, transferred, seconded, or transferred to another job by competent authorities.
Female or ethnic minority civil servants will receive a 1.5% reduction in compensation costs for each year of service.
No later than 120 days from the date of receiving the compensation decision from the competent authority, the civil servant must fully reimburse the sending unit for training. In case of no compensation or the parties do not agree, they have the right to complain or file a lawsuit according to the provisions of law.
After the merger, the country still has 34 provincial-level administrative units and 3,321 communes, wards and special zones. The entire two-level local government system has about 91,784 provincial-level officials, civil servants and public employees and 199,000 communal-level staff.
