The recently passed Population Ordinance (amended), with its provision that couples can decide for themselves the number of children, marks a major turning point in the approach from population control to proactive and sustainable population development.
According to the Provincial Population Office, the family plays a key role in ensuring population quality. Couples and individuals are free to decide on the time of childbirth, the number of children and the spacing between births on the basis of voluntariness, equality and responsibility, ensuring that it is appropriate to the age, health status, learning conditions, labor, work, income and child-rearing of the individual or couple.
Ms. Le Thu Huyen's family (Ha Long ward) has 2 daughters (1 is 5 years old and 1 is 7 years old). Currently, Ms. Huyen's family has no intention of having a third child to ensure better care and education for their children and to stabilize the family's economy . Ms. Huyen shared: Although having 2 daughters, sometimes family or friends also advise to have another boy to have both boys and girls, but currently my husband and I do not intend to have more children. When we feel that the family's economic conditions are better, we will consider having another child.
The family is the first place to implement reproductive health care measures, pre-marital health, screening for congenital abnormalities, and building a civilized lifestyle. These are factors that directly contribute to improving population quality. In response to concerns that couples being allowed to decide on the number of children could lead to a population explosion, according to the provincial Department of Population, this does not lead to the risk of population growth because if implemented in a targeted manner, the family is an important link in realizing this policy.
Along with building a suitable legal system, strengthening communication,education and supporting families to raise awareness and parenting skills is an important task to ensure that every child born is developed in the best environment.
Accordingly, the Provincial Department of Population continues to strengthen propaganda, ensuring reproductive health care services - family planning for women and girls; propaganda on reducing gender imbalance at birth, popularizing legal education on the prohibition of acts of choosing the sex of the fetus; Law on Gender Equality, prevention of domestic violence. At the same time, strengthen education on effective life skills, comprehensive sex education focusing on gender equality so that girls are safe and fully developed both physically and mentally... In addition to propaganda efforts in the community and schools, the support of families will help propaganda on population work to be increasingly complete and highly effective.
To improve population quality, equipping young couples with knowledge of reproductive health and pre-marital health is also very important. When they have sufficient knowledge, couples will be aware of not having children too late and have the skills to take care of their children. When children are born and cared for by their families, raising them to be healthy, the quality of the population will be higher.
In the first 6 months of the year, the number of couples receiving premarital health consultation and examination reached 99.2%, the number of couples receiving premarital health examination reached 91%. This has made each couple aware that premarital health consultation and examination will detect, prevent and guide the treatment of diseases that can affect health after marriage, pregnancy, childbirth, breastfeeding, and the risk of giving birth to children with diseases and congenital disabilities. Thereby, contributing to ensuring the birth of healthy children, contributing to building sustainable marriages and families, ensuring population structure and quality.
