According to General Secretary and President To Lam, quantum technology is a new, complex, and rapidly changing field, directly related to national security, the digital transformation of strategic industries, and the country's long-term competitiveness. The development of this field must be linked to the implementation of Resolution 57 of the Politburo , and also connected with fields such as semiconductor industry, artificial intelligence, national data, and space technology.

Central leaders believe that if quantum technology development is separated from the aforementioned strategic goals, the program could become costly but fail to create genuine national capabilities.
Regarding development orientation, the General Secretary and President emphasized the need to maintain the mindset of "following behind but not lagging; not rushing but also not hesitating." Vietnam needs to avoid the mentality of chasing trends or setting goals beyond its actual capabilities. The focus should be on building fundamental capabilities and selecting the right fields that can create real value and capacity for the nation.
One of the top priorities in the development of quantum technology is ensuring national digital security and sovereignty, enabling the country to proactively and proactively address technological threats from an early stage. Investment also needs to be focused, avoiding the scattering or dispersion of equipment and resources that would prevent the formation of synergistic strength.
Following this direction, Vietnam will focus on building strong research centers, key laboratories, and coordination mechanisms between research institutes, universities, businesses, and defense and security agencies.
International cooperation needs to be implemented selectively and substantively to enhance technological self-reliance. The General Secretary and President emphasized that international cooperation should not become a new form of dependence.
Regarding human resources, the General Secretary and President mentioned the need to develop a national program for training quantum personnel, and at the same time, to have a special mechanism to attract international experts and Vietnamese scientists abroad to participate in research and development in this field.
He also demanded that quantum technology be put into practice, creating concrete products instead of remaining confined to laboratory research or projects. The scientific evaluation system needs to shift from a short-term achievement-oriented mindset to one that values long-term accumulated capabilities, while also accepting controlled risks in scientific research.
At the meeting, the Party Committee of the Vietnam Academy of Science and Technology was tasked with further refining the quantum technology development plan before submitting it to the Party Central Committee for consideration.
