The conference was held in person and connected online to the District Party Committees and County Party Committees with the participation of 2,000 cadres and party members. Also attending were Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Chairman of the City People's Committee Le Trung Chinh; Chairman of the City People's Council Ngo Xuan Thang and Chairman of the Vietnam Fatherland Front Committee of the city Le Van Trung.
Before August 30, 2025: Complete preparations for the Congress
At the Conference, Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh thoroughly grasped the core contents and new points in Directive No. 35-CT/TW dated June 14, 2024 of the Politburo (Directive) associated with the article by the late General Secretary Nguyen Phu Trong: "Some issues that need special attention in the work of preparing personnel for the 14th National Congress of the Party".
Specifically, the Directive inherits 6 relevant contents of Directive No. 35-CT/TW dated May 30, 2019 of the 12th Politburo and adjusts and supplements one content, including some new points.
The Directive sets out 7 requirements for the preparation and conduct of Party Congresses at all levels for the 2025-2030 term, including: Document preparation; criteria for Party Committee members for the 2025-2030 term; age for re-election and first-time participation in Party Committees, authorities, the Vietnam Fatherland Front and socio-political organizations; Party Committee structure; number of Party Committee members, standing committee members of Party Committees at all levels and personnel procedures.

Regarding the structure, the age of young cadres is adjusted and supplemented to under 42 years old for provincial and district levels; under 40 years old for commune level. Basically, the policy of arranging provincial Party Secretary who is not a local person is implemented; 100% completed at district level; implementation is encouraged at commune level and other positions.
Regarding the personnel process, there are new points in the re-election personnel process (2 steps left, 3 steps less than the previous term) and the first-time personnel process participating in the Party Committee (5 steps, including new content with specific regulations on selection principles and the balance ratio at each step).

In addition, the Conference also listened to the Head of the Organizing Committee of the City Party Committee, Doan Duy Tan, disseminate and implement Directive No. 35-CT/TW and Instruction No. 05-HD/TU dated October 2, 2024 of the Standing Committee of the City Party Committee on a number of contents on personnel work at Party Congresses at all levels towards the 23rd Congress of the City Party Committee.
Accordingly, the Standing Committee of the City Party Committee selected the Hoa Vang District Party Committee to organize a Congress to gain experience (to be completed before May 30, 2025); Selected the Da Nang Electricity One Member Limited Liability Company Party Committee to organize a Congress to directly elect the Secretary (to be completed before May 30, 2025).
Preparations for the 23rd Congress of the Da Nang City Party Committee must be completed before August 30, 2025 so that the Congress can be held as scheduled in September 2025.

Ensure principles and requirements in organizing Congress personnel
In his speech, Secretary of the City Party Committee Nguyen Van Quang stated that the Party Congresses at all levels for the 2025-2030 term, leading up to the 23rd Congress of the City Party Committee and the 14th National Congress of the Party, are important events for the Party and the entire political system, associated with many important events of the country and the city, especially the fact that our Party will summarize 40 years of the renovation process (1986-2025) and the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) associated with the 50th anniversary of the city's liberation (March 29, 1975 - March 29, 2025).
The congress took place in the context of Vietnam in general and Da Nang in particular overcoming many difficulties and challenges since the beginning of the term. The city and the country have achieved many important and quite comprehensive achievements in all fields.
Along with that, the city has certain advantages and opportunities such as: The Central Government has issued many policies and orientations to create a basis and foundation to create favorable conditions for the city to develop quickly and sustainably in the coming period.
According to Secretary of the City Party Committee Nguyen Van Quang, recently, the Politburo issued two very important Conclusions, namely Conclusion No. 17 dated May 2, 2024 of the Politburo on removing difficulties and obstacles in the implementation of inspections, examinations, and judgments in a number of provinces/cities, including Da Nang; Conclusion No. 79-KL/TW on continuing to implement Resolution No. 43-NQ/TW of the Politburo on building and developing Da Nang city to 2030, with a vision to 2045.
“If nothing changes, at the end of this month, the Politburo will listen to and give opinions on the Project of the Government Party Committee related to the establishment of the International Financial Center in Da Nang and Ho Chi Minh City. It is expected that at the end of this month, the Politburo will meet to decide, on that basis the Government will develop a Resolution on the pilot establishment of the International Financial Center in Da Nang and Ho Chi Minh City to submit to the National Assembly for approval. If this mechanism is added together with the Free Trade Zone as well as other specific policy mechanisms, Da Nang will have many favorable opportunities for development in the next term,” emphasized Secretary of the City Party Committee Nguyen Van Quang.
Regarding the upcoming tasks, Secretary of the City Party Committee Nguyen Van Quang requested that Party committees at all levels in leadership and direction must closely follow the Directives, Plans, and Instructions of the Central and City Party Committees to develop detailed and specific plans for their Party committees in organizing the Congress.
In particular, it is necessary to clearly state the responsibilities and implementation roadmap to meet the 7 requirements and 6 contents stated in Directive 35 to ensure the principles and requirements in the organization of the Congress's personnel according to the speech of the late General Secretary Nguyen Phu Trong as well as Instruction No. 27-HD/BTCTW dated August 26, 2024 of the Central Organizing Committee; Instruction No. 05-HD/TU dated October 2, 2024 of the Standing Committee of the City Party Committee. It is necessary to ensure 4 time frames for completing key tasks in the preparation work for the Congress according to Plan No. 238-KH/TU dated September 12, 2024 of the Standing Committee of the Da Nang City Party Committee.
During the implementation process, Secretary of the City Party Committee Nguyen Van Quang suggested that Party committees at all levels should pay attention to the 5 lessons learned that were raised at the Conference summarizing Directive No. 35 of the Politburo; at the same time, study the content of Report No. 10 dated January 12, 2020 of the Standing Committee of the City Party Committee on summarizing good models and creative ways of organizing Party congresses at all levels for the 2020-2025 term for reference and application in accordance with reality.
Secretary of the City Party Committee Nguyen Van Quang suggested that Party committees at all levels launch emulation movements to welcome Party Congresses at all levels, especially at their own level, in conjunction with celebrating major holidays in 2025.
Along with that, we need to focus on doing a good job in political and ideological work and focusing on grasping public opinion, proactively preventing, stopping, and strictly handling cases of disciplinary violations, especially disciplinary violations in speaking, providing information, and revealing state secrets. Especially acts of leaking internal information to the outside for hostile forces to exploit and cause disunity.
“We must take this issue very seriously. The success or failure of the Congress depends on maintaining internal solidarity, especially in relation to personnel work,” the Secretary emphasized.
Secretary of the City Party Committee Nguyen Van Quang proposed to strengthen the fight against and refute wrong and hostile viewpoints and protect the Party's ideological foundation. In particular, attention should be paid to the work of detecting and fighting against political opportunists, intellectual artists, etc.
District and County Party Committees direct and guide ward Party Committees in the administrative unit arrangement in accordance with the direction of the Standing Committee of the City Party Committee, ensuring strictness and creating high consensus.
At the same time, consider and resolve complaints in accordance with regulations, especially anonymous complaints, and absolutely do not let subjects disrupt internal solidarity.
The Secretary of the City Party Committee requested that the heads of Party committees and units in the entire political system strictly implement their responsibility to receive citizens and increase dialogue with citizens. At the same time, they should inspect, review the whole situation and have solutions to focus on resolving complaints, denunciations, reflections and recommendations of citizens according to their authority, following the motto: "Resolve all content thoroughly, instead of resolving disputes, complaints and denunciations in the area within their authority".
Regarding the preparation of the Congress documents, the Secretary proposed promoting democracy, collective intelligence and organizing to widely collect opinions and contributions, especially within the Party Committee, absorbing the opinions of veteran revolutionaries, former leaders of Party Committees at all levels, intellectuals, scientists and especially the opinions of the People.
In personnel work and Party committee elections, this is an important content, "the key of the key". Therefore, units need to review and evaluate cadres from ward, commune to city levels to ensure that they do not violate one of the six violations as stated in the speech of the late General Secretary Nguyen Phu Trong.
At the same time, it is necessary to review and evaluate whether officials have violated one of the 10 manifestations according to Directive 34 as well as based on the results of implementing political tasks since the beginning of the term, especially tasks according to assigned responsibilities and socio-economic development tasks.
