On the afternoon of September 30, in Hanoi , the Vietnamese Ministry of Finance coordinated with the Embassy of the Republic of Korea in Vietnam to organize a dialogue conference with Korean enterprises on tax and customs policies in 2025. Deputy Minister of Finance Cao Anh Tuan and Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to Vietnam Choi Young Sam co-chaired the conference.
The conference was attended by representatives of major Korean business organizations and associations, and leaders of key units of the Ministry of Finance. In particular, the conference recorded the direct participation of about 50 Korean enterprises investing and doing business in Vietnam.
The Ministry of Finance said that 2025 marks more than 30 years of establishing diplomatic relations between Vietnam and South Korea (1992-2025). Over the past three decades, the two countries have become comprehensive strategic partners, closely linked in many fields, in which economic, trade and investment cooperation plays a key role.
In the context of many global fluctuations from strategic competition between major countries to financial and monetary risks, the Vietnam-Korea relationship remains stable, sustainable, and growing in both scale and quality. By early 2025, Korea had become one of the largest foreign investors in Vietnam, with more than 92 billion USD in registered capital and more than 10,000 projects spanning many fields of production, services, and trade. The Korean business community makes an important contribution to Vietnam's exports and economic growth.
However, along with the achievements, Korean enterprises also pay special attention to tax and customs policies - factors that directly affect the investment environment. Realizing this, the Vietnamese Ministry of Finance always identifies reform, modernization and facilitation for enterprises as a key and regular task.
Since 2008, the Ministry of Finance has coordinated with the Korean Embassy, KCCI and KOCHAM to organize regular dialogue conferences, through which they listen to and directly answer the difficulties and problems of businesses. Thanks to this open dialogue channel, transparency and trust between the management agency and the Korean business community in Vietnam are increasingly strengthened.
In fact, the 2024 conference has brought about remarkable results: many specific problems were promptly handled, new regulations on tax and customs were explained in detail, helping businesses to implement smoothly and ensure their legitimate rights. Following that success, the 2025 conference is expected to go into more depth, creating a strong step forward in improving the investment environment.

Speaking at the conference, Ambassador Choi Young Sam emphasized that over the past 30 years, Vietnam and Korea have become leading important partners, especially in economics, trade and investment. According to him, the Tax and Customs Dialogue Conference, which began in 2008, has become a good opportunity for the Vietnamese Government and Korean businesses to directly discuss difficulties, obstacles and policy improvement plans, and for the Vietnamese Government to clearly share tax policies as well as tax administrative procedures.
“Through this event, I hope that an open, transparent and stable tax environment will continue to be created, thereby encouraging new investment flows and expanding investment in Vietnam. At the same time, a favorable environment will also help Korean enterprises fulfill their tax declaration obligations more honestly and conveniently,” said Mr. Choi Young Sam.
From the perspective of a management agency, Deputy Minister of Finance Cao Anh Tuan highly appreciated the efforts and contributions of the Korean business community to the socio-economic development of Vietnam. The Deputy Minister affirmed that the Ministry of Finance always pays attention to and actively supports businesses, including Korean ones.

He stated that in 2025, in the context of the domestic macroeconomic situation still being difficult, the global economy is forecast to have unpredictable developments, the Ministry of Finance has urgently researched and submitted to competent authorities appropriate support solutions on taxes, fees, charges and land rents to be applied from the beginning of 2025 with a support value of about VND 241,740 billion.
In the field of tax, the Ministry of Finance has promoted digital transformation and administrative reform, focusing on taxpayers as the center of service; upgrading administrative procedures to the level of full-service online public services. Electronic tax services for businesses (eTax), eTax Mobile application to support individuals in declaring, paying taxes, and looking up tax obligations continue to be maintained and upgraded. Automatic personal income tax refunds will also be applied from April 2025. At the same time, new technologies such as AI and Big Data will be applied in tax management.
In the field of customs, the Ministry of Finance continues to promote digital transformation and administrative reform to serve people and businesses conveniently, smoothly and effectively. The Customs Department has researched and applied AI technology in deploying Chatbot; promoted the provision of online public services, and promoted administrative procedure reform to create maximum convenience for people and businesses.
“In 2025, thanks to the efforts of the business community, including the Korean business community, and the effective implementation of support solutions by agencies, the state budget collection has achieved positive results. The Ministry of Finance would like to express its sincere thanks for the contributions and efforts of the Korean business community in Vietnam for the positive results in socio-economic development,” Deputy Minister Cao Anh Tuan emphasized.
At the conference, representatives of the Tax Department, Customs Department and units of the Ministry of Finance directly introduced new legal documents issued from March 2024 to present, including Law No. 90/2025/QH15, Law on Value Added Tax No. 48/2024/QH13, Law on Special Consumption Tax No. 66/2025/QH15 and related Decrees and Circulars. At the same time, the management agency also specifically answered each question raised by Korean enterprises.
Based on the comments and feedback from businesses, the Ministry of Finance affirmed that it will continue to review and improve tax and customs policies, ensuring compliance with reality and creating maximum convenience for production and business activities. With the support of the Government, ministries, branches and localities, the Ministry of Finance hopes that Korean businesses will take advantage of opportunities, innovate technology, improve competitiveness, develop sustainably, and strictly implement legal obligations on tax and customs.
