Strengthening the "construction" element in Party building work.

At a recent meeting of the Central Steering Committee on Anti-Corruption and Negative Phenomena, General Secretary and President To Lam affirmed that the fight against corruption and negative phenomena "must serve socio-economic development; the intensification of the fight against corruption and negative phenomena should not affect or hinder socio-economic development."

The above reminder from the head of our Party once again highlights the need for concrete solutions to protect the efficient and effective functioning of the Party and state apparatus at all levels. This apparatus must have responsible and dedicated cadres, Party members, and officials who practice the "six dares"; overcoming the fear of responsibility and reluctance to make decisions, which in practice has led to negligence and reduced the effectiveness of our state apparatus.

Along with specific solutions, the Party leader also clearly demonstrated his determination to strictly deal with corrupt officials and Party members who violate the law and affect the Party's prestige.

Strict handling is absolutely correct. However, to achieve optimal results in building and strengthening the Party and the political system, in conjunction with the fight against corruption and negative phenomena, we need to pay special attention to the principles and the relationship between "building" and "combating" in building and strengthening Party organizations and the political system.

We have always valued and emphasized the "self-awareness" of cadres and Party members. However, when they fall into corruption and negative practices, cadres and Party members are no longer honest with the Party; their self-awareness and integrity are gone. Meanwhile, the Party's control and supervision of cadres and Party members largely still rely on self-awareness, on the basis of ethical standards and regulations established by the Party…

From a state perspective, the mechanisms, laws, and elements of "rule of law" for controlling, supervising, and managing officials and Party members—first and foremost citizens—are still incomplete and have not fully utilized their potential. This is a loophole that leads to many subsequent negative consequences, which are clearly evident to everyone.

The Party and the State are actively building and perfecting the institutional framework for "combating corruption and negative practices," focusing on improving the institutional framework for controlling power, assets, and income of those in positions of power, overcoming inadequacies and loopholes in mechanisms and policies, contributing to the creation of a synchronized, unified, and feasible legal system, and limiting the conditions that lead to corruption and negative practices.

This is a difficult, complex, and lengthy process that requires time, but it must be overcome to perfect the legal system. Only then can we achieve a close and synchronized integration of "rule of law" and "rule of morality," ensuring the "construction" element in Party building develops steadily, thereby purifying Party organizations and the ranks of cadres and Party members. When we have a truly clean, impartial, and effective workforce in all fields, then the core task of socio-economic development can achieve the conditions for remarkable progress.
