On September 25, Vice Chairman of the People's Committee of Da Nang City Le Quang Nam signed a decision approving the "River of Light" art lighting project phase 1, to be implemented in 3 years (2025 - 2027). The Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works of Da Nang City was assigned as the investor and project manager. The project has a total investment of more than 149 billion VND, entirely from the city budget. .

According to the city leaders, the project aims to build a comprehensive and synchronous artistic lighting system, replacing the current fragmented situation. From there, the Han River will not only be a symbolic river in terms of architecture and traffic, but also become a sparkling river of light, associated with the brand of “event and festival city” of Da Nang.
In phase 1, the city focused its resources on investing in a new decorative lighting system for Nguyen Van Troi Bridge - the first road bridge across the Han River, which has now seriously degraded. Along with that is the investment in a new architectural lighting system for Tien Son Bridge, and especially comprehensively upgrading the artistic lighting for 4 bridges that are architectural symbols of Da Nang, including: Han River Bridge, the only swing bridge in Vietnam; Dragon Bridge, which has been honored many times in international awards with its fire- and water-breathing dragon design; Thuan Phuoc Bridge, the longest suspension bridge in the country; and Tran Thi Ly Bridge with the shape of a sail stretching out to the ocean, expressing the desire to reach new heights.
The special feature of the project is the application of modern laser technology, creating an artistic lighting system for the water and sky. According to the design, 4 specialized laser lights will be installed on large bridges, projecting light into the sky, creating brilliant light columns that can be seen from afar. At the same time, 8 specialized laser lights will project light onto the water surface, creating shimmering reflective light strips, combined with the bridge architecture and the landscape on both banks.
This system is described as “Skylight” – overhead lighting simulating natural light or creating artistic shapes. All will be controlled by a central unit, allowing programming of many synchronized light show scenarios, which can be flexibly changed according to each event, festival, Tet or special occasion. Thanks to that, the Han River will become an outdoor “light stage”, serving both local people and international tourists.
The leader of the City People's Committee said that the "River of Light" project is not simply about lighting, but a public art work that needs to promote aesthetics, synchronization and long-term attraction. After phase 1, the city government plans to implement phase 2: expanding artistic lighting along the two embankments from Tran Thi Ly bridge to Thuan Phuoc bridge; adding railing systems in sections that do not have them; and at the same time, encouraging high-rise buildings on both sides of the river to participate in lighting that reflects onto the water surface, creating a panoramic light picture.
“The Han River in Da Nang City is nearly 10 km long and has long been associated with the development and appearance of Da Nang. The "new look" of the Han River into a "river of light" not only contributes to improving the quality of living space for people, but also creates a unique tourism product, helping Da Nang consolidate its position as a major tourism and service center of the Central region and the whole country", the leader of the Da Nang People's Committee emphasized.
