Looking back at the past term, amidst a rapidly changing, complex, and unpredictable world; the Covid-19 pandemic causing far-reaching consequences; and unusual natural disasters such as storms and floods, the country has strived to overcome many major challenges. Vietnam has gradually recovered production and business, ensured social welfare, maintained political and social stability, strengthened foreign relations, and consolidated its position on the international stage. These results are not only reflected in growth indicators but are also directly felt by the people in their daily lives.
The people's trust is built upon sound and consistent policies; from decisive leadership and flexible, effective implementation. Especially during the most difficult times, social welfare policies are implemented promptly, contributing to protecting lives and stabilizing people's livelihoods. When the Party's will aligns with the people's aspirations, the strength of national unity is clearly demonstrated.
The 40-year journey of reform shows that the unwavering commitment to the goal of national independence linked with socialism, along with innovative thinking appropriate to reality, has created the foundation for the country to overcome historical turning points. From an economy under siege and embargo, Vietnam has risen to become a developing country with a high-middle income, increasingly integrated into the global economy, and the material and spiritual lives of its people have continuously improved. These achievements further strengthen the people's confidence and enhance social consensus.
Entering a new stage of development, the demands placed on the Party's leadership capacity and governance methods are increasingly high. These demands include political acumen, foresight, the ability to adjust policies promptly; and the building of a disciplined and honest governance system that prioritizes responsibility for the nation and its people.
The practical experience of 15 years of implementing the Party Charter shows that promoting democracy while maintaining discipline and order is a crucial foundation for enhancing the Party's leadership capacity and fighting strength. Democracy must be practiced genuinely; discipline is not only administrative discipline, but also clarity in the assignment of responsibilities, consistency in implementation, and exemplary conduct of cadres, especially those in leadership positions.
The documents presented to the 14th National Congress of the Party continue to affirm the overarching viewpoint: promoting democracy, ensuring the people's right to self-governance; deeply imbued with the ideology that "the people are the foundation." Respecting the people, being close to the people, listening to the people, and promptly resolving practical issues is the sustainable path to always earning the people's trust.
After 40 years of reform, the aspiration for development has been set as sustainable development, improving the quality of life, ensuring social progress and equity, and leaving no one behind. This aspiration permeates the regional development landscape, where each locality leverages its unique advantages to contribute to the overall strength of the nation.
The 14th National Congress of the Party not only established major orientations but also opened a new path of action. What the people expect after the Congress is the transformation of goals into concrete, measurable results in social life; and the respect for and promotion of democracy and discipline in implementation.
The strength of the Vietnamese revolution stems from the people's faith in the Party. A Party that knows how to self-correct and constantly innovate for the benefit of the nation and the happiness of the people will always have the courage and wisdom to lead the country steadily forward in the new era of development.
