Attending the closing session of the congress were former key leaders of Lang Son province through the periods; representatives of the Central Party building committees; former members of the Provincial Party Standing Committee, former members of the Executive Committee (EC) of the Lang Son Provincial Party Committee, term XVII, 2020 - 2025.
At the Congress, based on the announcement of the Central Organizing Committee on the standards, structure and number of delegates elected to attend the 14th National Congress of the Party, the 17th Provincial Party Committee developed a personnel plan for the Provincial Party Delegation to attend the 14th National Congress of the Party and was approved by the Central Committee. Based on the consensus on the number, structure and list, the Congress elected the Provincial Party Delegation to attend the 14th National Congress of the Party.
As a result, the Congress elected a delegation of 19 official delegates and 2 alternate delegates to attend the 14th National Congress of the Party.
Also at the Congress, delegates listened to a summary report of the opinions and discussions. According to the summary report, 78 delegates discussed and contributed their opinions to the draft documents to be submitted to the 14th National Party Congress and the draft documents to be submitted to the 18th Provincial Party Congress. The opinions focused on expressing agreement and high consensus with the draft documents to be submitted to the 14th National Party Congress and the draft documents to be submitted to the 18th Provincial Party Congress.
The Congress voted to pass the Resolution of the 18th Provincial Party Congress, term 2025 - 2030. Accordingly, for the term 2025 - 2030, the province determined the general goals: Strengthening the building of a streamlined, efficient, effective and efficient Party Committee and political system; promoting the strength of great solidarity among ethnic groups; improving the effectiveness and efficiency of State management; focusing on breakthroughs in science and technology development, innovation, digital transformation and private economy; investing in completing connecting traffic infrastructure, industrial park and cluster infrastructure, urban areas; restructuring agriculture and forestry applying high technology; developing a dynamic and modern border gate economy; promoting cultural and social development, developing green tourism associated with preserving and promoting national cultural values, improving the material and spiritual life of the people; Strengthen national defense, security, foreign affairs, ensure peaceful, friendly and cooperative borders to create momentum for rapid and sustainable development, build Lang Son province into one of the growth poles of the Northern Midlands and Mountains region by 2030, and become a fairly developed province by 2035.
The Congress agreed on a number of key targets for the 2025 - 2030 term. Specifically, the total product in the area (GRDP) by 2030 will reach about 111,100 billion VND; the average annual growth rate of the total product in the area will be from 10 - 11%; the structure of the total product in the area by 2030 will be: agriculture, forestry and fishery 12 - 13%, industry - construction 32 - 33%, service 50 - 51%; the average total product in the area per capita by 2030 will reach about 130 million VND; the export turnover of local goods will increase by an average of 10 - 11% annually; by 2030, the rate of communes recognized as meeting new rural standards will be 60%; the forest cover rate will be maintained at 65%; The poverty rate (according to the multidimensional poverty standard for the period 2026 - 2030) decreases by 2%/year; the rate of party members assessed and classified as having completed their tasks well or better annually reaches over 90%; the rate of grassroots party organizations assessed and classified as having completed their tasks well or better annually reaches over 90%; the admission of new party members annually reaches over 2,000 party members.....
The Congress unanimously identified six key programs, including: continuing to build and rectify the Party and the political system to be clean and strong in all aspects; seizing opportunities, proactively mobilizing and effectively using all resources; effectively managing and using public investment capital, prioritizing regional linkage projects that have a great impact on socio-economic development; investing in upgrading and developing infrastructure step by step to be synchronous and modern; innovating and perfecting mechanisms and policies in a simple and convenient direction for businesses and people; striving to develop tourism into a spearhead economic sector of the province and one of the key tourism areas of the midlands and northern mountainous region; promoting cultural identity, good traditions, improving social ethics, awareness of law compliance, and building Lang Son people to develop comprehensively; Strengthening national defense and security, ensuring social order and safety, maintaining national border sovereignty, building a peaceful and friendly border, proactively and effectively implementing foreign affairs and international integration, creating a favorable environment for socio-economic development. Three breakthroughs include: developing socio-economic infrastructure, focusing on transport infrastructure, urban areas, industrial zones and clusters, accelerating urbanization; developing border gate economy, building smart border gates, trade, services, promoting economic growth; focusing on developing science, technology, innovation and digital transformation, building a startup ecosystem.

In his closing speech at the Congress, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation affirmed: After 3 days of active, urgent, serious, intelligent and highly responsible work, the 18th Congress of Lang Son Provincial Party Committee, term 2025 - 2030, has completed all the contents and programs set out. The success of the Congress is a driving force, a strong source of encouragement, creating a new atmosphere to motivate all cadres, party members and people of all ethnic groups in the province to strive to compete and exceed the goals and tasks in the new period.
The Provincial Party Secretary emphasized: Immediately after the Congress, Party committees at all levels urgently organize extensive propaganda among cadres, party members and people of all walks of life about the results of the Congress; organize research, study, and fully and deeply grasp the goals, tasks and solutions set out in the Resolution of the Congress. In particular, promptly develop and promulgate working regulations, action programs, work programs, inspection and supervision programs for the entire term of the Party committees in a specific, practical and feasible spirit; clearly assign responsibilities, determine the roadmap and deadline for implementing each task. In particular, the implementation of the action program is considered a key task, carried out resolutely and synchronously right from the first days and months of the term; creating real and strong changes in each field, each locality, each agency and unit, quickly bringing the Resolution of the Congress into life.
In the process of organizing the implementation of the Congress Resolution, especially new, big, difficult and breakthrough issues, many new problems will arise, many new difficulties and challenges will need to be solved. Therefore, more than ever, every party member, civil servant, public employee and worker in the entire political system of the province needs to strive, stick to reality, be close to the people; say what you do and work effectively. In particular, the team of leaders at each level must uphold the spirit of solidarity, be truly exemplary, uphold the principle of democratic centralism, have high unity in perception and action, and be determined to strive to complete the task at the best level. The Congress believes and expects that the 18th Party Committee will be united, unanimous, promote a sense of responsibility, maintain discipline and order, and be worthy of being the core to lead the Party Committee and the people of all ethnic groups in Lang Son province to successfully implement the Congress Resolution.
The Congress called on all cadres, party members and people of all ethnic groups in the province to continue to promote the revolutionary tradition of their homeland, concentrate their intelligence, improve the capacity and fighting strength of the entire Party Committee; promote the spirit of solidarity, proactive creativity, create consensus, high unanimity, exploit all potentials, advantages, resources, create breakthroughs for rapid, comprehensive and sustainable development in the coming term. At the same time, Lang Son province will continue to take advantage of the leadership and direction of the Politburo, the National Assembly, the Government, the Vietnam Fatherland Front Committee, the effective attention and assistance of the Central Committees, ministries, branches, and organizations, the coordination and cooperation of other localities, to join the whole country in entering a new era - an era of development, prosperity and strength of the nation.
During the working session this morning, the Congress presented flowers to farewell the 17th Provincial Party Committee members who were not re-elected.
