On September 23rd, over two kilometers of the median strip on Le Hong Phong Street, in the Phuoc Long ward of Phuoc Long city, were painted with advertisements for a gambling website that offers monthly prizes worth trillions of VND. According to residents near the area, this situation appeared this morning.
Mr. Ngo Khac Thinh, Chairman of the People's Committee of Phuoc Long Ward, said that the advertisements on the median strip were likely painted last night when the road was empty. The road is under the management of the Provincial Department of Transport, but upon receiving the information, the ward coordinated with relevant authorities to promptly address and remove the advertisements.
The practice of painting advertisements for gambling and betting on public structures has occurred before. In Ho Chi Minh City, some people were even hired to paint gambling websites on park benches and in residential areas, and were fined by the police.
According to Decree 144, painting or drawing on walls or public works without permission from the competent authority will be fined up to 5 million VND. The person who does the painting may also be charged with the crime of destruction or intentional damage to property as stipulated in Article 178 of the Penal Code.
