On September 23, more than two kilometers of median strip on Le Hong Phong Street, through Phuoc Long Ward, Phuoc Long, was painted with advertisements for a gambling website that offers prizes worth thousands of billions of dong every month. According to people living near the area, this situation appeared this morning.
Mr. Ngo Khac Thinh, Chairman of Phuoc Long Ward People's Committee, said that the advertisement on the median strip may have been painted last night when the road was empty. The road is under the management of the provincial Department of Transport, but upon receiving the information, the ward coordinated with the authorities to promptly handle and remove the advertisement.
The practice of painting gambling advertisements on public buildings has occurred. In Ho Chi Minh City, some people were hired to paint gambling websites on benches in parks and residential areas and were fined by the police.
According to Decree 144, painting or drawing on walls or public works without permission from the competent authority will be subject to a fine of up to 5 million VND. The painter may also be charged with the crime of destroying or intentionally damaging property as stipulated in Article 178 of the Penal Code.
