On the afternoon of July 3, in Hanoi, the Central Military Commission held a conference to review 10 years of implementing Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle (Directive No. 05). General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.
Attending the conference were: Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army (VPA); Senior Lieutenant General Nguyen Tan Cuong, Member of the Party Central Committee, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; members of the Party Central Committee, Deputy Ministers of National Defense: Senior Lieutenant General Hoang Xuan Chien, Standing Member of the Central Military Commission; Senior Lieutenant General Pham Hoai Nam; Lieutenant General Nguyen Hong Thai; Lieutenant General Nguyen Truong Thang; Lieutenant General Nguyen Van Hien. The report at the conference affirmed: Over the past 10 years, the Central Military Commission , the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army, Party committees, political commissars, political officers, and commanders at all levels have focused on leading, closely directing, and implementing Directive No. 05 to ensure comprehensiveness, synchronization, and many innovations and creativity. The entire army has thoroughly grasped and concretized Directive No. 05 in conjunction with implementing the Party's resolutions, directives, conclusions, and regulations on Party building and rectification, the Emulation Movement for Victory, and campaigns of sectors and localities, contributing to the successful implementation of assigned political tasks.

The implementation of Directive No. 05 has become a driving force, a self-awareness, a regular activity of cadres, party members and the masses, encouraging, motivating and inspiring the entire army to overcome all difficulties and challenges, upholding the spirit of self-reliance, self-strengthening, proactiveness and creativity. The more difficult and arduous the hardships, the more the loyalty, political courage, belief and determination to fight and win, the spirit of solidarity, love for comrades and teammates, and close attachment to the people of the army's cadres and soldiers are affirmed, the qualities of Uncle Ho's soldiers shine more and more, worthy of the trust and love of the Party, State and people.

In the process of implementing Directive No. 05, the Central Military Commission and Party committees at all levels have regularly paid attention to leading and directing the development of creative and effective models and methods for propaganda and replication. After 10 years of implementation, the entire army has had more than 1,030 new models, creative and effective methods of studying and following Uncle Ho, notably the models: "Following one's duties, setting an example in action", "Above sets an exemplary example, below actively follows", "Self-reflection, self-correction", "Party members guide the masses", "Uncle Ho's teachings on this day in history", "One answer per week, one project per month", "100-dong house", "Rice jar for the poor", "Helping children go to school", "Heart for children", "Adopted children of border guard stations"...
In addition to the outstanding achievements and results, the central report and the opinions presented at the conference also frankly pointed out the remaining shortcomings and limitations, especially in the awareness and responsibility of the Party Committee, commanders, and heads of units; in the work of propaganda, education, building, and replicating advanced models as well as the awareness of self-cultivation, training, and exemplary behavior of cadres and Party members. At the same time, good practices were shared, valuable lessons were drawn; recommendations, proposals, and identification of key measures and contents that need to be focused on to improve the quality and effectiveness of implementing Directive No. 05 in the entire army in the coming time.

In his concluding remarks at the conference, General Phan Van Giang summarized and emphasized the outstanding results of the entire army in implementing Directive No. 05, with very specific examples and evidence... “Although we know that we will encounter hardships, difficulties, and even sacrifices, the officers and soldiers of the Vietnam People's Army are still not afraid and are ready to go to places where the Fatherland and the people need us, with the spirit of "Serving the people". That is the most practical and typical action of learning and following Uncle Ho's teachings of a soldier of Uncle Ho", General Phan Van Giang emotionally affirmed.
Emphasizing that the world and regional situation in the coming time will continue to develop in a complicated and unpredictable manner, with increasingly high requirements for the Army's tasks, General Phan Van Giang requested that the entire army continue to promote studying and following Ho Chi Minh's ideology, morality and style everywhere and at all times. First of all, focus on overcoming weaknesses and shortcomings; at the same time, promote studying and following Uncle Ho to maintain faith in the Party's leadership.

General Phan Van Giang requested that, in order for studying and following Ho Chi Minh's ideology, morality and lifestyle to be practically effective, Party committees and commanders at all levels continue to thoroughly grasp and effectively implement resolutions, directives, conclusions, regulations, plans and instructions of the Central Committee, the Central Military Commission, the Ministry of National Defense, and the General Department of Politics of the Vietnam People's Army on studying and following Ho Chi Minh's ideology, morality and lifestyle. Regularly do a good job of political and ideological education, raise awareness for cadres, Party members and the masses so that studying and following Uncle Ho becomes a voluntary, regular activity, a personal need of each person.
Along with that, agencies and units need to actively organize the study, research, and creative application of Ho Chi Minh's thoughts on national defense and building the Army, contributing to the effective implementation of the strategic advisory function on military and defense. At the same time, continue to concretize the main contents on the thoughts, ethics, and style of President Ho Chi Minh and the standards of Uncle Ho's Army in the new period in line with the functions and tasks of each agency, unit, and the responsibilities and tasks of each individual so that studying and following Uncle Ho achieves practical results. In addition, it is necessary to regularly maintain the registration, commitment to self-cultivation, training, and striving of cadres, party members, and the masses on this content, and fight against all formalities and coping.
In addition to the above contents, General Phan Van Giang requested the entire army to closely combine studying and following Uncle Ho in performing the political tasks of each agency and unit and the work of Party building and rectification; effectively resolve breakthroughs, focus on overcoming weaknesses, weak points, weak points, bottlenecks, creating a comprehensive change in the quality and effectiveness of work. Resolutely fight against all manifestations of degradation in ideology, politics, ethics, lifestyle and manifestations of "self-evolution" and "self-transformation" within the Party. In particular, each cadre and Party member must be exemplary, take the lead in studying and following Uncle Ho, focusing on following. First of all, it is necessary to renew thinking in studying and applying science and technology, innovation and digital transformation as well as in arranging, streamlining the apparatus and implementing the movement "Digital popular education"...
General Phan Van Giang noted that agencies and units need to strongly innovate the content, methods, and forms of propaganda in studying and following Uncle Ho and innovate and improve the quality of research, teaching, learning, applying, and creatively developing Ho Chi Minh's thought into practice. At the same time, promote activities of composing and promoting literary, artistic, press, and publishing works on this content; improve the effectiveness and efficiency of inspection and supervision in studying and following Uncle Ho; maintain a routine of summarizing, summarizing, drawing experience, praising, rewarding, honoring, and replicating good models, creative ways of doing things, and advanced examples so that studying and following Ho Chi Minh's thought, morality, and style continue to spread widely, achieving important achievements and results.
