According to the agreed plan, the third round of negotiations for the bilateral agreement on reciprocal trade between Vietnam and the United States will be held from June 9-12, 2025 in Washington D.C., USA. The Vietnamese negotiating delegation is led by the Minister of Industry and Trade , Nguyen Hong Dien, the head of the government negotiating delegation, and includes members of the negotiating delegation and representatives from various ministries and agencies, including: Public Security, Foreign Affairs, Finance, Construction, Interior, Agriculture and Environment, Science and Technology, Justice, and the State Bank of Vietnam.

During the four days of negotiations, the Vietnamese and US negotiating teams made significant progress, narrowing the gap in all areas of discussion. Both sides engaged in frank and constructive exchanges on issues of mutual concern, as outlined in Vietnam's response to the US, while also dedicating time to listening to analyses and explanations aimed at finding mutually acceptable solutions.

In addition, the two sides also agreed to hold an online meeting in the coming days to continue discussing outstanding issues in preparation for the online negotiations between US Commerce Secretary Howard Lutnick and Minister Nguyen Hong Dien.

On the afternoon of the fourth working day (the final session of the technical-level negotiations), Minister Nguyen Hong Dien held talks with US Secretary of Commerce Howard Lutnick and Ambassador Jamieson Greer, the US Trade Representative. This was the first time the US had proposed this ministerial-level negotiation format.

At the negotiating session, based on the results of the four days of discussions between the two sides, Minister Nguyen Hong Dien proposed several ideas to advance the process and bring about a negotiation outcome. The US side highly appreciated Vietnam's goodwill and efforts in the negotiations and basically agreed with the ideas put forward by Minister Nguyen Hong Dien, considering them an important basis for both sides to continue discussing the necessary work to advance towards reaching an agreement between the two countries.

Following the plenary session with the two US ministers, Minister of Industry and Trade Nguyen Hong Dien held a direct exchange with Secretary of Commerce Howard Lutnick to further clarify the points discussed in the plenary session. Secretary Lutnick affirmed that the US highly values ​​its relationship with Vietnam and wishes for Vietnam's strong development. He acknowledged Vietnam's suggestions and concerns and stated that he would coordinate with the US Trade Representative to find appropriate solutions.

Minister Nguyen Hong Dien highly appreciated the assessments of Minister Lutnick and Ambassador Greer, affirming Vietnam's determination to build and promote economic and trade relations with the US in a balanced and sustainable manner for the benefit of the people and businesses of both countries. The Ministers agreed to instruct the technical levels of both sides to continue strengthening exchanges to soon reach an agreement that meets the expectations and conditions of each side.
