In particular, the overarching principle of "the people are the foundation," clearly expressed in the Political Report, received strong support and high praise from all segments of the population.
Affirming the central role of the people in the revolutionary cause.
As a retired official, while following the 14th National Congress of the Party and listening to General Secretary To Lam present the Political Report of the Central Committee of the Party, Mr. Nguyen Van Tong, former Vice Chairman of the Vietnam Fatherland Front Committee of Thanh Hoa province, was particularly impressed with the overarching principle of "putting the people first".
According to him, the report not only reaffirms the central role of the people in the revolutionary cause but also more clearly demonstrates the spirit of serving the people, being close to the people, respecting and promoting the people's right to self-governance in the context of the country entering a new stage of development. All policies and guidelines are based on legitimate interests, aiming for a prosperous and happy life for the people.
Drawing from his experience through various stages of the country's development, Mr. Nguyen Van Tong believes that emphasizing the building of a clean and strong Party; resolutely and persistently fighting against corruption, negativity, waste, bureaucracy, and alienation from the people with the spirit of "no forbidden zones, no exceptions" is vivid evidence of the "people are the foundation" ideology in this Political Report. This viewpoint not only contributes to strengthening the people's trust in the Party but also clearly affirms that the people are both the goal and the driving force, and at the same time the highest measure of the Party's leadership effectiveness in the new era – an era of accelerating the development of a strong, civilized, and happy nation.
Mr. Nguyen Van Tong expressed his hope that, after the Congress, the Resolutions would soon be implemented, creating strong impetus in infrastructure, science and technology, and digital transformation, thereby bringing practical material and spiritual values for all citizens to enjoy. At the same time, he emphasized the need to continue to vigorously and comprehensively combat corruption, negative practices, and waste without interruption; especially resolutely addressing petty corruption and harassment of citizens and businesses.
He proposed building a truly effective and robust mechanism for controlling power to prevent and combat corruption in appointments and promotions; and simultaneously implementing a comprehensive policy to attract dedicated and talented individuals to work in Party, State, and Vietnam Fatherland Front agencies, gradually filtering out and removing incompetent and underperforming officials from the system. In particular, a suitable mechanism is needed to allow retired officials and senior citizens to continue contributing their experience and wisdom to social oversight and criticism, thereby further realizing the principle of "putting the people first" in practice.
Building a strong foundation of public support.

The report also emphasized that public trust does not come from words or slogans, but is built on concrete actions, on the integrity of officials, on the effectiveness and efficiency of the system, and on fairness in policy implementation.
The perspective of "the people are the foundation" is closely linked to the task of building a strong foundation of public support – social consensus and a solid bond between the Party, the State, and the people. The report identifies the thorough understanding of this perspective, the promotion of the people's right to self-governance, the full implementation of the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," and the use of people's and businesses' satisfaction and trust as criteria for evaluating officials as key requirements in the new development phase.

According to the Party Secretary of Thach Quang commune, in the new context, General Secretary To Lam emphasized the need for a strong transformation from awareness to action, placing the people at the center of all decisions. Every cadre and Party member must ask themselves in every action: Does this benefit the people? Does it increase their trust, improve their lives, and contribute to the country's sustainable development?
