Stories from the day the province was re-established
Having participated in women's affairs during the resistance war, after liberation, Ms. Phan Thi Cam Nhung continued to undertake this task for many years, serving as the President of the Tam Ky Women's Union, then transferring to become the Deputy Head of the People's Mobilization Department of the Tam Ky (formerly) City Party Committee, retiring in 2001.
Recalling her vibrant youth, Ms. Nhung shared that the most touching moment was when she took the oath of allegiance to the Party (in 1969). Assigned tasks by the organization, Ms. Nhung carried them out with all the enthusiasm and responsibility of a Party member, and her work in women's affairs further strengthened her affinity for mass mobilization work.
In her story, Ms. Nhung clearly remembers the time she participated in preparing for the re-establishment of Quang Nam province in 1997. At that time, the Standing Committee of the Tam Ky City Party Committee assigned the political system the task of focusing on disseminating information about this policy and mobilizing the people to support the province and its departments on the first day of its re-establishment.
“Tam Ky was in a very difficult situation back then. Everyone was excited about the idea of splitting the province for development. I went around promoting and mobilizing women's association members – mainly concentrated in the eastern areas and markets – to make Tam Ky the provincial capital. The women took the lead in learning trades, trading, and business, gaining a thorough understanding of the Party's guidelines and the State's policies and laws to change their way of thinking and doing things, to become self-reliant, develop their family economy , and get rich. From there, they contributed to building Tam Ky. Because being a citizen of the provincial capital and just selling fish sauce all the time is not enough,” Mrs. Nhung recalled.
The power of the people is invincible; if we know how to mobilize it properly, we will certainly have sufficient internal resources to overcome difficulties and challenges, and solve new, difficult, and complex tasks.

Thanks to extensive public awareness campaigns, the people understood and were enthusiastic about the policy of separating and re-establishing Quang Nam province. On the day the agencies from Da Nang arrived in Tam Ky to take up their positions, a large crowd of people enthusiastically welcomed them with flags, flowers, banners, and slogans. Many families even gave up their homes to provide temporary workspaces for the provincial agencies…
In this way, propaganda and mobilization efforts always come first, contributing to changing people's perceptions, creating consensus, and working together to bring the Party's guidelines and resolutions, and the State's policies and laws into life.
According to Ms. Nhung, the government's mass mobilization work is increasingly emphasized because, in her words, the government not only leads and manages but also must focus on effectively mobilizing and persuading each official, Party member, sector, and agency to understand their assigned tasks and responsibilities. This is a campaign to raise awareness of the Party's guidelines and policies, and the State's laws and regulations. Only then can officials, Party members, and the public successfully fulfill their assigned duties.
"My skills are limited, but I work with all my enthusiasm and responsibility. Nowadays, young officials are well-trained and have favorable working conditions, but in any job, perseverance and diligence are needed, especially in propaganda and mobilization work," Ms. Nhung advised.
Because of today's aspirations
The effectiveness of mass mobilization work, as well as the 15 years of implementing the "Skilled Mass Mobilization" emulation movement, has mobilized the strength of the people to create significant transformations and strong progress for Quang Nam province after 27 years since its re-establishment.
Despite achieving many significant accomplishments and results, the province's development still lags far behind the actual requirements and the goals set for the medium and short term, requiring even greater efforts from the entire political system of the province.
According to the provincial plan, Quang Nam aims to become a moderately developed province by 2030 and one of the growth poles and key economic hubs in the Central and Central Highlands regions by 2045. While these goals are set, it must be acknowledged that specific targets reveal numerous challenges. For example, to become a moderately developed province, the province's per capita income (GRDP) must be above the national average, reaching over US$7,500 by 2030.
Currently, Quang Nam province only has an average per capita income of about 4,100 - 4,200 USD. Therefore, achieving an average per capita income of over 7,500 USD in the next six years is an extremely difficult task. Not to mention the widening development gap between lowland and mountainous areas, the province's poverty rate is still higher than the national average (5.57%)...
According to Provincial Party Secretary Luong Nguyen Minh Triet, compensation and land clearance are currently bottlenecks affecting public and social investment. According to development plans, from now until 2030, Quang Nam needs to mobilize approximately 630,000 billion VND in investment resources, of which public investment will account for a maximum of 15%, with the remainder coming from private investment.
In the coming period, this bottleneck must be resolved, creating enthusiasm and stimulating the province's economic growth. This is no longer just a matter for the government, project management boards, or investors, but a responsibility of the entire political system to participate.
Given the context and demands of reality, Comrade Luong Nguyen Minh Triet believes that the "Skilled Mass Mobilization" emulation movement must continue to be implemented more strongly, effectively, extensively, and substantively in order to mobilize the inherent strength of the people of Quang Nam, becoming a driving force for achieving the set goals and tasks.
"Ultimately, 'effective mass mobilization' is linked to the work and legitimate interests of the people. We must consistently uphold the principle that 'the people are the foundation,' and the people must know the truth, discuss the truth, act truthfully, supervise and inspect truthfully, and truly benefit from it," said the Provincial Party Secretary.
