Yen Bai - As a model cultural residential area, a happy residential area, and an active participant in digital transformation... in 2023, the Party Branch of Residential Area 4, Dong Tam Ward, Yen Bai City, excellently achieved the title of "Model Party Branch" - recognizing the remarkable transformation, development, and progress of the group in patriotic emulation movements, especially the "Skilled Mass Mobilization" movement.

The Party cell of residential area 4 visited and encouraged families and elderly people affected by typhoon No. 3 in September 2024.

Under the correct leadership and guidance of the City Party Committee, the encouraging results achieved in the fields of economy, politics , society, security and defense by Residential Area 4 are an important highlight in the implementation of building the "Model Party Branch" contributing to promoting socio-economic development, spreading the "Skilled Mass Mobilization" emulation movement more strongly, and bringing positive effects...

The road leading to TPD 4 is located right on the main axis of the Km5 intersection, next to the Dong Tam Ward People's Committee headquarters. It's easy to find and recognize because right at the beginning of the road is a park with a series of outdoor sports equipment installed. Pointing towards the construction site, Party Secretary Lo Thi Nga proudly said: "It's hard to believe that not long ago, the place where this outdoor sports system is installed was a garbage dump, a waste collection point for many years."

Living in the heart of the city, Residential Area 4 has 10 government agencies located within its boundaries, including the "headquarters" of the province... yet upon arriving at the area, the unsightly and inappropriate appearance caused me great concern and unease. I always thought about and cherished the desire to renovate this area to make it more useful, spacious, and clean. Fortunately, with the attention and guidance of the local Party committee and government, and the unity and support of Party members and the people, we have successfully implemented an outdoor sports complex to replace the previous "unattractive" image, using socialized funding with 9 exercise machines.

After the long-standing garbage collection site was renovated into a sports field, the Party cell immediately implemented a plan to organize the "All citizens unite to collect and sort waste at source" movement; launched a campaign to collect and sort waste; built a "Green House" model to collect recyclable waste; and organized the painting of designated waste disposal areas at households along the main road... Currently, 100% of households in the area use two 20-liter empty paint cans, painted green and yellow, with lids.

Household waste collection and sorting have become a voluntary practice, with people disposing of garbage on time and in the right place, contributing positively to cleaner streets. The Women's Association also developed a "Green House" model to collect recyclable waste for sale to raise funds, which has been widely supported by female members and the public. The "Happy Family" Club is attracting more and more people to participate; a survey of 40 households showed that all scored over 90 points.

"In the era of Industry 4.0, digital transformation is becoming increasingly powerful. We have determined that the traditional method of 'going door-to-door' is no longer suitable, especially in urban areas. Therefore, after a meeting, the Party Branch unanimously agreed to develop a public address system. Two city-owned loudspeakers and six loudspeakers from the neighborhood will regularly disseminate the Party's guidelines, directives, and resolutions, the State's policies and laws, and local regulations, as well as the neighborhood's customs and conventions, to a wide audience of Party members and citizens," shared Party Branch Secretary Lo Thi Nga.

It is known that in 2024, Group 4 continued to receive support from the Yen Bai City People's Committee to build a new cultural center with a capacity of 200 seats. The group has 237 households with 810 residents, divided into 3 residential clusters; the majority are state officials, civil servants, members of the armed forces, and employees working in businesses, as well as retired officials, so they all have stable jobs and incomes. The Party branch currently has 109 members, the oldest being 94 years old, the youngest 27 years old, with an average age of 68.

The number of Party members working and residing in the locality always fluctuates between 140 and 160. Having the largest number of Party members in the Dong Tam Ward Party Committee, the people have a tradition of unity, consensus, sharing, and compassion. Citizens of working age all have jobs and stable incomes, enjoying a relatively high and improving standard of living, both materially and spiritually. The group has no poor, near-poor, or disadvantaged households... These are some of the greatest advantages of Residential Area 4. Whenever any project or task requires mobilizing resources from Party members, they are always wholeheartedly supportive.

Mr. Nong Phuong Nam, a retired Party member, happily shared: "With the new, spacious, clean, and beautiful cultural center, we realized the need for a projector. Immediately after the Party Branch Secretary launched the initiative, with the pioneering and exemplary spirit of contributing tens of millions of dong, creating a very lively atmosphere among the collective, businesses, Party members, and people in the area, we were able to equip the cultural center with a 300-inch projector, worth over 40 million dong.”

The outdoor playground and sports area of ​​residential group 4, Dong Tam ward, has been renovated to be bright, green, clean, and beautiful.

When mentioning the Party Branch of Residential Area 4, Dong Tam Ward, one must also mention the exemplary Party Branch, a shining example in Yen Bai City in building a model "Security Camera" system for crime prevention and control on Ngo Gia Tu Street. To date, the "Security Camera" system has covered all streets and 2 alleys in the area.

Recalling the early days of campaigning for the installation of security cameras, Party Branch Secretary Lo Thi Nga said: "Residential Area 4 was the first group in the province to pilot the installation of security cameras, so when we campaigned and persuaded people to participate, many argued that since almost every family now has a camera, installing security cameras directly connected to the police station's server might have certain inconveniences. But after explaining the difference between home cameras and security cameras, and the benefits of having security cameras, the entire group unanimously and enthusiastically agreed to participate. From the initial 6 cameras, now there are 19 security cameras covering the entire area."

This will enhance vigilance, crime prevention, and the sense of responsibility of each citizen in preventing, combating, and reporting violations of the law, contributing to an increase in the rate of investigation and resolution of cases, and preventing and promptly handling many incidents related to security and order in the area.

During the 2022-2025 term, the Party Branch of Residential Area 4 consistently performed its duties excellently; in 2023 and 2024, it achieved the "Model Party Branch" title and received a commendation from the Yen Bai City Party Committee; 100% of party members successfully completed their tasks, with 20% of them performing exceptionally well; and 3 new party members were admitted during the term.

In particular, regarding Party branch meetings on the digital platform "Yen Bai Province Electronic Party Member Handbook," the Party committee has carefully prepared the content, documents, reports, and resolutions assigning tasks for monthly meetings, posting them on this platform at least two days in advance to allow Party members time to study and contribute their opinions. The average participation rate of Party members in monthly meetings is 93% or higher; the number of Party members participating in discussions and giving opinions on the "Yen Bai Province Electronic Party Member Handbook" is steadily increasing...

These results once again affirm that the "Effective Mass Mobilization" movement has been developing widely in many fields. Party committees, government agencies, the Fatherland Front, and political organizations at the grassroots level have used effective mass mobilization as a guide in mobilizing people to participate in building "Model Party Branches" and model new rural areas...
