Yen Bai - As a typical cultural residential group (TDP), a happy TDP, actively transforming digitally... in 2023, TDP 4 Party Cell, Dong Tam Ward, Yen Bai City excellently achieved the title of "Model Party Cell" - evaluating the transformation, development, and outstanding rise of the group in patriotic emulation movements, notably the "Skillful Mass Mobilization" movement.

The road leading to TPD 4 is located right on the main axis of the Km5 intersection, close to the headquarters of the Dong Tam Ward People's Committee, making it easy to find and recognize because right at the beginning of the road is a campus, a series of outdoor sports machines are installed. Pointing to the construction site, Party Cell Secretary Lo Thi Nga proudly said: "It's hard to believe that not long ago, the place where this outdoor sports system was installed used to be a landfill, a garbage collection site for many years.

Living in the heart of the city, TDP 4 has up to 10 State agencies located in the area, including the "brain" agencies of the province... but as soon as I set foot in the area, the image is not so beautiful and reasonable, making me extremely worried and guilty. I always think and cherish the desire to renovate this area to become more useful, spacious and clean. Fortunately, with the attention and direction of the local Party Committee and government, the solidarity and support of Party members and people, we have implemented an outdoor sports complex to replace the previous "not so beautiful" image with socialized resources with 9 exercise machines.

After the old garbage collection site was converted into a gym, the Party Cell immediately carried out a plan and organized the implementation of the movement "All people unite to collect and classify waste at the source"; launched a campaign to collect and classify waste; built a "Green House" model to collect recyclable waste; organized the painting of waste locations at households on the main road... Currently, 100% of households in the area have used 2 waste bins, which are 20-liter wall paint buckets painted blue and yellow with lids.

The collection and classification of waste at households has become voluntary, with garbage being dumped on time and in the right place, contributing positively to making the streets cleaner. The Women's Union also built a "Green House" model to collect recycled waste to sell to raise funds, which has been well received by many women members and the people. The "Happy Family" Club has increasingly attracted a large number of people to participate, with a survey of 40 households scoring over 90 points.

"In the era of 4.0 technology, digital transformation is becoming stronger and stronger, we have determined that "going to every alley, knocking on every door" is no longer suitable, especially in the city area. Therefore, after the meeting, the Party Cell agreed to develop a loudspeaker system, 2 city loudspeakers and 6 group loudspeakers will regularly propagate the Party's policies, guidelines, directives, resolutions, policies, laws of the State and local regulations, village conventions, and group conventions to a large number of Party members and people" - Party Cell Secretary Lo Thi Nga shared.

It is known that in 2024, TDP 4 will continue to receive support from the People's Committee of Yen Bai city to build a new cultural house with a capacity of 200 seats. The group has 237 households with 810 people, divided into 3 residential clusters; mainly state officials, civil servants, armed forces and working in enterprises, retired officials so they all have jobs and stable income. The Party cell currently has 109 party members, the oldest party member is 94 years old, the youngest party member is 27 years old, the average age of party members is 68.

The number of party members currently working and residing in the locality always fluctuates from 140 to 160 comrades. Having the largest number of party members in Dong Tam Ward Party Committee, the people have a tradition of solidarity, consensus, sharing and compassion, citizens of working age all have jobs, stable income, have a fairly high material and spiritual life and are increasingly improving, the group has no poor households, near-poor households, or households in difficulty... is one of the biggest advantages of TDP 4. Whenever there is any project or work that requires mobilizing resources from party members, it is fully supported.

Mr. Nong Phuong Nam - a retired party member excitedly said: "Having a new, clean, spacious cultural house, we realized the need for a projector. Right after the Party Secretary initiated the project, with the pioneering spirit of setting an example and contributing up to tens of millions of VND, it created a very exciting atmosphere among the collective, businesses, party members, and people in the area. We were able to equip the cultural house with a 300-inch projector, worth more than 40 million VND."

The outdoor sports and entertainment area of ​​residential group 4, Dong Tam ward has been renovated to be bright, green, clean and beautiful.

Talking about TDP 4 Party Cell, Dong Tam Ward must also mention the typical Party Cell, a bright spot of Yen Bai city in building a "Security Camera" model to prevent and combat crime on Ngo Gia Tu Street. Up to now, the "Security Camera" system has covered all streets and 2 alleys in the group's area.

Recalling the early days of mobilizing people to install security cameras, Party Cell Secretary Lo Thi Nga said: "TDP 4 is the first group in the province to pilot the installation of security cameras, so when mobilizing and persuading people to participate, there were many opinions that now that almost every family has a camera, installing a security camera directly connected to the server of the Ward Police might cause certain inconveniences. However, when the difference between a home camera and a security camera and the benefits of having a security camera were explained, the group was unanimous, determined and enthusiastically agreed to participate. From the initial 6 cameras, now 19 security cameras cover the area."

Thereby, raising the spirit of vigilance, crime prevention, sense of responsibility of each citizen in the work of preventing, fighting, denouncing violations of the law and contributing to increasing the rate of investigation, solving cases, preventing and promptly handling many cases related to security and order in the area.

During the 2022 - 2025 term, Party Cell 4 of TDP successfully completed its tasks; in 2023 and 2024, it achieved the title of "Model Party Cell" and was awarded a certificate of merit by the Yen Bai City Party Committee; 100% of party members successfully completed their tasks, of which 20% of party members successfully completed their tasks; during the term, 3 new party members were admitted.

In particular, for Party cell activities on the digital platform "Yen Bai Province Electronic Party Member Handbook", the Party Committee has carefully prepared the content, documents, reports, and resolutions assigning tasks for monthly activities posted on this platform 2 days or more in advance so that Party members have time to study and give opinions. The average rate of Party members participating in monthly activities is 93% or more; the number of Party members participating in discussions and giving opinions on the "Yen Bai Province Electronic Party Member Handbook" is increasing day by day...

The above results once again affirm that the "Skillful Mass Mobilization" movement has been developing widely in many fields. Party committees, authorities, the Fatherland Front and political organizations right from the grassroots have used skillful mass mobilization as a guide in mobilizing people to respond and participate in building models of "Model Party Cells", building model new rural areas...
