Be Island currently has 110 households, with more than 500 people. To meet part of the people's fresh water needs, in 2012, the place was supported to invest in a seawater filtration plant into fresh water. Along with that, people have to store rainwater in tanks to use during the hot season. However, every April, when Ly Son enters the tourist season, with the number of visitors increasing, the shortage of domestic water occurs again.

To have water for use and to serve tourists, people have to buy fresh water from Big Island at a rather high price. Ms. Tran Thi Mai, on Small Island, said that for a long time, people have been provided with fresh water from An Binh Water Plant, but they have to pay for it. To have enough water for use, people also store rainwater in tanks. However, during the hot season, when the stored water runs out and the plant does not have enough water to supply, people have to buy water from Big Island, at a price of 250 - 300 thousand VND/cubic meter, which is very expensive.
The seawater treatment plant on Be Island has a design capacity of 100m3/day and night. However, the actual operation only reaches 47% of the design capacity. Mr. Pham Van Loc, an operator of An Binh Water Plant, said that the plant has 2 units, but currently only 1 unit is operating, so it is not enough to supply water to the people. We hope that the superiors will pay attention to investing funds to repair the damaged unit, or invest in an additional generator so that the unit can be more proactive in filtering seawater at high tide, only then can it meet the fresh water needs of the people.
According to the Chairwoman of the Ly Son District People's Committee, Pham Thi Huong, if all the generators of the An Binh Water Plant are in operation, they will provide about 60-70% of the fresh water needs of the people of Be Island, the rest of the people will have to store rainwater for use. When the heat is severe and there is a serious water shortage, the district will use the reserve tanks on the island to support the people. The district is also asking Doosan Vina and the district's agencies and units to survey and inspect the equipment to repair the damaged generators and put them into operation. In the long term, to ensure water supply for the people on the island and serve tourists, Ly Son district recommends that the province continue to invest in infrastructure for Be Island; including domestic water works and national grid electricity.
