The UNESCO Global Report on Education indicates that, globally, an additional 44 million primary and secondary school teachers are needed to achieve the goal of universal education by 2030, including 13 million primary school teachers and 31 million secondary school teachers.
One in four countries acknowledges a shortage of teachers; one in three countries recognizes the need to improve working conditions and the status of teachers…
Professor Le Anh Vinh, Director of the Vietnam Institute of Educational Sciences , predicted that by 2045, Vietnam will need to add approximately 500,000 teachers, administrators, and staff at all levels of education, equivalent to about 43,000 teachers per year.
Meanwhile, the teacher training network has wide coverage across regions and localities, basically meeting the needs for teacher training from preschool to secondary school. However, the distribution is uneven, with a concentration of large teacher training universities in socio-economic centers, while the role of teacher training colleges is increasingly diminished. Most teacher training institutions operate independently, lacking a unified network, with weak interoperability within the system and limited resource sharing, affecting the overall quality and effectiveness of training in the sector.

Professor Vinh suggested that the teacher training system should be planned by prioritizing 2-3 key universities and 5-6 regional universities to handle 70% of the enrollment quotas, thereby improving the system's capacity and effectiveness.
Ms. Nguyen Thi Kim Phung, former Director of the Higher Education Department, also raised concerns about teacher training admissions, questioning how to operate effectively to attract students and whether teacher training schools should be assigned quotas based on the police and military models. This means training according to quotas and assigning jobs after graduation… However, if this model is followed, how will it meet societal needs, given that many people study education with the goal of becoming freelance teachers or educating their children…?
Dr. Li Tingzhou (Teacher Training Center, Shanghai Normal University, UNESCO Level 2 Training Center) pointed out that in China, the teacher shortage is negligible. Currently, there are 226 teacher training universities and nearly 2,000 universities that leverage their specialized strengths to train primary and secondary school teachers. Approximately 10 million people register for teacher certification exams each year, with about 500,000 becoming teachers.
