On the morning of August 13th, the Council of Rectors of Universities in Ho Chi Minh City (the Council) held a meeting to review its activities during the first six months of 2024 and approve its plan for the remaining months of the year. Comrade Phan Van Mai, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City, and Chairman of the Council, presided over the meeting. Comrade Tran Thi Dieu Thuy, Vice Chairman of the People's Committee of Ho Chi Minh City, along with representatives from various departments and agencies and the rectors of universities in Ho Chi Minh City, also attended.
According to Mr. Nguyen Van Hieu, Director of the Ho Chi Minh City Department of Education and Training and Vice Chairman of the Council for the overall plan to train internationally qualified human resources in 8 fields (Information Technology - Communication, Mechanical Engineering - Automation, Artificial Intelligence, Business Administration, Finance - Banking, Healthcare , Tourism, Urban Management) for the period 2020 - 2035, the university has shared that it has implemented and achieved many results.
The projects that have been approved include: Training of internationally qualified human resources in Information Technology and Communications (approved on August 29, 2023); Training of internationally qualified human resources in Artificial Intelligence (approved on August 26, 2023); Training of internationally qualified human resources in Finance and Banking (approved on July 18, 2023); Training of internationally qualified human resources in Healthcare (approved on July 11, 2024); Training of internationally qualified human resources in Urban Management (approved on August 15, 2023); and Shared University (approved on March 21, 2024).
The remaining projects, including training internationally qualified human resources in Mechanical Engineering and Automation; training internationally qualified human resources in Business Administration; and training internationally qualified human resources in Tourism, are currently being implemented.
Currently, the Ho Chi Minh City Department of Science and Technology is in the process of reviewing and handing over the plan to the Ho Chi Minh City Department of Education and Training, as directed by the city's leadership, for implementation. The Ho Chi Minh City Department of Education and Training has developed a draft pilot training plan, coordinating with relevant departments and training institutions assigned to the pilot phase to gather feedback and finalize the draft plan for submission to the Ho Chi Minh City People's Committee for consideration and promulgation. Regarding finances, the department has also agreed on a financial plan for the pilot implementation in 2024 and a plan for establishing expenditure norms. They will advise the People's Committee to submit a resolution to the Ho Chi Minh City People's Council to regulate the expenditure norms for the component projects during the pilot training period for subsequent years.
Regarding the project on entrepreneurship universities and the establishment of entrepreneurship and innovation centers at universities, the Ho Chi Minh City Department of Science and Technology has developed a draft framework for the development of the entrepreneurship university model. The draft is currently being reviewed by council members before being submitted to the Ho Chi Minh City People's Committee for approval.
Regarding the implementation of the Project to build Ho Chi Minh City into an international center for education and training, attracting students from the region and the world, the People's Committee of Ho Chi Minh City issued Decision 287/QD-UBND dated January 24, 2024, on the establishment of a Working Group and a Support Group to implement the Project to build Ho Chi Minh City into an international center for education and training, attracting students from the region and the world. The Department of Education and Training of Ho Chi Minh City has developed a draft outline for the Chairman of the People's Committee of Ho Chi Minh City to consider and decide.
The Council has appointed Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, as the Permanent Vice Chairwoman of the Council, replacing Mr. Duong Anh Duc, and has established an additional working group to assist the Council.
Regarding the key plans for the remaining months of the year, the Council unanimously agreed to pilot the training of projects that have been approved according to the plan of the Ho Chi Minh City People's Committee; continue to implement scientific and technological research tasks for the remaining projects to be approved in 2025; develop content and framework for funding norms, prepare documents according to regulations, and report to the Ho Chi Minh City People's Committee to submit to the Ho Chi Minh City People's Council at the end-of-year session to issue a Resolution stipulating the expenditure norms for training for component projects during the pilot training period; proactively participate in tasks and plans to celebrate the 50th anniversary of the Liberation of the South and the Unification of the Country; programs and activity plans to celebrate the Party Congress at all levels; implement the Project "Building Ho Chi Minh City into an international center for education and training attracting students from the region and the world"; organize pilot implementation at higher education institutions to meet the requirements for training international students; Effectively implement the university zone planning according to the revised master plan for the construction of Ho Chi Minh City until 2040, with a vision to 2060, after approval by the Prime Minister; support universities in implementing the standards for higher education institutions according to Circular No. 1-2024 of the Ministry of Education and Training...
