Specifically, the sequence includes 2 steps:

Step 1: The People's Committee of the district, town and Thu Duc City shall, based on the needs of households and individuals to convert land use rights from other types of land to residential land for housing construction in the application for conversion of land use rights and the allocated land use quota, organize registration in the annual land use plan and report to the Department of Natural Resources and Environment for submission to the City People's Committee for approval.

Step 2: Based on the approved annual land use plan, the household and individual land use rights transfer dossier, the Department of Natural Resources and Environment is responsible for organizing field verification and making a field verification record. Reviewing the dossier, coordinating with relevant agencies and units to assess land use needs, assess conditions for land use rights transfer, and prepare a document assessing land use needs according to regulations.

Draft submission attached with draft decision allowing transfer of land use rights shall be submitted to the district People's Committee for signing decision allowing transfer of land use rights. Based on the decision allowing transfer of land use rights of the district People's Committee, transfer the dossier to the branch of the land registration office to prepare a cadastral information transfer form to determine financial obligations regarding land.

After the person who is transferred the land use right has fulfilled his/her financial obligations, the Department of Natural Resources and Environment and the branch of the land registration office shall coordinate to sign and issue a new certificate of land use right, house ownership right and other assets attached to the land, or confirm the changes to the certificate of land use right, house ownership right and other assets attached to the land that has been issued according to regulations.

The City People's Committee assigned the heads of departments, branches, chairmen of the People's Committees of districts, towns and Thu Duc City to lead and direct their subordinate agencies and units to strengthen the control and state management of land and construction. Timely detect, strictly and resolutely handle acts of transferring land use rights, dividing plots, separating plots, and constructing in violation of legal regulations for profit, leading to the violation of approved planning, affecting urban management and development.
