Promoting socio -economic development in the context of many unpredictable difficulties and challenges, in which the terrible "devastation" of the COVID-19 pandemic on the "health" of the economy , on social life and people's lives has forced the leadership at all levels to brace themselves. However, this unexpected and unpredictable challenge has also become a "test" of the spirit of initiative and creativity in leadership and direction; in the perseverance in overcoming difficulties, along with the spirit of solidarity of millions of people for the common goal of "fighting the epidemic to restore the economy ". All of these factors have come together to become the "key" to open a new door, helping Thanh Hoa break through and rise up.

Holding a particularly important strategic position, connecting both the North Central and Central Coast regions with the Red River Delta; and having a convenient and diverse transportation system from highways, coastal roads, railways, to airports, seaports and especially approved major plans, the Provincial Party Committee has chosen "infrastructure development" as a strategic breakthrough to create a new "shape" for Thanh Hoa.

Along with open mechanisms, policies and institutional breakthroughs as a fulcrum, smooth infrastructure is also a factor that needs to be "taken a shortcut". Because infrastructure is the framework, the "backbone" of the economy. In the strategy for developing the transport system according to the "Thanh Hoa Provincial Planning for the period 2021-2030, vision to 2045", Thanh Hoa focuses on developing the transport infrastructure system - the "blood vessels" of the economy with a focus on improving transportation capacity, strengthening the connection of the province's dynamic economic centers with neighboring provinces. From there, creating favorable conditions to expand development space, attract investment, and improve the province's competitiveness. Immediately after the North-South expressway through the province was put into use, Thanh Hoa allocated a budget of thousands of billions of VND to invest in key transport works with breakthroughs and great influence, connecting with highway intersections and economic centers, industrial parks. 709.7km of national highways, provincial roads, major and important routes are being built in the 2021-2025 period; Tho Xuan Airport is planned to become an international airport; Thanh Hoa seaport is planned by the Prime Minister with the potential to become a special port... will be the "nucleus" leading and strongly promoting the socio-economic development of Thanh Hoa with other provinces and cities in the region. Along with transportation, industrial infrastructure, directly the infrastructure of Nghi Son Economic Zone, industrial parks and industrial clusters; infrastructure serving agricultural development; commercial infrastructure; power grid infrastructure; telecommunications infrastructure... are also being invested in increasingly synchronously, creating a new appearance and momentum for the development of Thanh Hoa.

In the past, when mentioning Thanh Hoa's administrative reform (PAR) indexes, people immediately thought of the bottom of the country. However, in the 2020-2025 term, implementing the breakthrough in "Promoting PAR, creating an open and attractive investment environment", Thanh Hoa has had a "spectacular" breakthrough when making a remarkable mark with those "beautiful numbers": Ranked 3rd in the country in terms of PAPI Index, ranked 5th in SIPAS Index, 10th in PAR INDEX and 21st in PCI Index. After more than 2 terms of officially participating in the PAR indexes, the 2020-2025 term can be said to be Thanh Hoa's most successful term when it first rose to the top of the country in many indexes - a result that is not easy to achieve. This sweet achievement marks the outstanding efforts and highest political determination of Thanh Hoa in persistently and consistently implementing the goal of serving the people and businesses.

The efforts in administrative reform and strong improvement of the investment and business environment that the province has prioritized have helped Thanh Hoa make many strong impressions on the socio-economic development picture of the country. Thanh Hoa is making great strides in development when many important indicators have established unprecedented impressive figures; when a series of "towering" projects of century-class stature have been formed and operated effectively; when modern urban areas are springing up everywhere, or "large-scale" factories and enterprises are born one after another... Thanh Hoa is also a "golden land" attracting large investors. The "wave" of thousands of billions, notably "huge" projects such as the Sun Beauty Onsen hot mineral resort complex with a total investment of nearly 7,000 billion VND; Cluster of factories producing and assembling automobiles and construction machinery with a total investment of 6,900 billion VND; Flamingo Hai Tien has a total investment of 3,350 billion VND... showing Thanh Hoa's success in improving the investment and business environment, which is increasingly profound, substantial and effective.

Joining the "flow" of the fourth industrial revolution, Thanh Hoa has been focusing its intelligence and resources to make science and technology (S&T) clearly present in all fields and play a "key" role in the cause of socio-economic development. According to Vice President of the Union of Science and Technology Associations of Thanh Hoa Nguyen Quoc Uy: "The decisive factor in the development of S&T is not only financial resources, equipment systems, or natural, cultural and social conditions, but most importantly, the most decisive factor is human resources and institutions. Therefore, in addition to issuing many programs and plans to encourage and promote the development of S&T, gradually placing S&T in the right position as an important industry, Thanh Hoa has had many policies to create a pillar of human resources". The number of scientific research staff in the province increased from 4,035 people/10,000 people (2021) to 5,025 people/10,000 people (2025) which is the clearest proof of this right direction. Our province is also very excited to have 38 science and technology organizations and 32 enterprises granted science and technology certificates, ranking 4th in the country.

With the attention of the Provincial Party Committee, People's Council, and Provincial People's Committee, along with the silent dedication and selfless work of the team of scientists, many modern scientific and technological achievements have been widely applied in agricultural and industrial production, in medical examination and treatment, etc., creating many high-quality products that are competitive in the domestic and international markets. National-level scientific and technological tasks approved and implemented have increased in quantity as well as funding support, creating conditions for science and technology to continuously develop. In particular, with the close direction of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo has created fundamental changes, laying the foundation for the province's sustainable development based on three key pillars in the era of the country's strong rise: science and technology, innovation and digital transformation.

With breakthrough thinking and strategic vision, Thanh Hoa has achieved many very exciting results. This is both a new belief, new spirit, new motivation, and a basis and foundation for the Party Committee, government and people of all ethnic groups in the province to move forward quickly and strongly, continuing to affirm its position and leading role as a dynamic economic center of the North Central region, contributing worthily to the proud and glorious journey of the country.
