Promoting socio -economic development amidst numerous unpredictable difficulties and challenges, including the devastating impact of the COVID-19 pandemic on the health of the economy, social life, and people's lives, has forced leaders at all levels to struggle to cope. However, this unexpected and unpredictable challenge has also become a test of the proactive and creative spirit in leadership and guidance; of the perseverance in overcoming difficulties; and of the solidarity of millions of people for the common goal of "fighting the pandemic to restore the economy." All these factors combined have become the "key" to unlocking a new door, enabling Thanh Hoa to break through and rise.

Holding a particularly important strategic position, connecting the North Central and Central Coastal regions with the Red River Delta; possessing a convenient and diverse transportation system ranging from expressways, coastal roads, railways, to airports and seaports, and especially with major approved planning projects, the Provincial Party Committee has chosen "infrastructure development" as a strategic breakthrough to create a new "image" for Thanh Hoa .

Along with open mechanisms, policies, and institutional breakthroughs as a foundation, seamless infrastructure is also a crucial factor that needs to be prioritized. Infrastructure is the framework and backbone of the economy. In the transportation system development strategy outlined in the "Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045," Thanh Hoa prioritizes the development of its transportation infrastructure – the "lifeblood" of the economy – focusing on improving transport capacity and strengthening connections between the province's key economic centers and neighboring provinces. This creates favorable conditions for expanding development space, attracting investment, and enhancing the province's competitiveness. Immediately after the North-South expressway through the province was put into operation, Thanh Hoa allocated trillions of VND to invest in key transportation projects with breakthrough potential and significant ripple effects, connecting to expressway interchanges and economic centers and industrial zones. 709.7km of national highways, provincial roads, and major, important routes will be developed during the 2021-2025 period; Tho Xuan Airport is planned to become an international airport; Thanh Hoa seaport has been designated by the Prime Minister as a potential special port... These will be the "nucleus" leading and strongly promoting the socio-economic development of Thanh Hoa and other provinces and cities in the region. Along with transportation, industrial infrastructure, particularly the Nghi Son Economic Zone, industrial parks and clusters; infrastructure serving agricultural development; commercial infrastructure; power grid infrastructure; telecommunications infrastructure... are also being invested in more comprehensively, creating a new image and momentum for the development of Thanh Hoa.

Previously, when discussing Thanh Hoa's administrative reform indicators, people immediately thought of it being at the bottom of the national rankings. However, during the 2020-2025 term, implementing the breakthrough in "Promoting administrative reform, creating a transparent and attractive investment environment," Thanh Hoa has made a spectacular leap forward, leaving a remarkable mark with impressive figures: ranking 3rd nationwide in the PAPI Index, 5th in the SIPAS Index, 10th in the PAR Index, and 21st in the PCI Index. After more than two terms officially participating in the administrative reform index sets, the 2020-2025 term can be considered Thanh Hoa's most successful, as it has for the first time risen to the top of the country in many indicators - a result that is not easily achieved. This sweet achievement marks the extraordinary efforts and the highest level of political determination of Thanh Hoa in persistently and consistently pursuing the goal of serving the people and businesses.

The province's efforts in administrative reform and the significant improvement of the investment and business environment have helped Thanh Hoa leave a strong mark on the socio-economic development landscape of the country. Thanh Hoa is making great strides in development, with many important indicators achieving unprecedented impressive figures; with a series of monumental projects of the century being formed and operating effectively; with modern urban areas springing up everywhere, and large-scale factories and enterprises being established one after another... Thanh Hoa is also a "golden land" attracting large investors. A wave of trillions of dong in investment, highlighted by "mega" projects such as the Sun Beauty Onsen hot spring resort complex with a total investment of nearly 7,000 billion dong; and a cluster of factories producing and assembling automobiles and construction machinery with a total investment of 6,900 billion dong; Flamingo Hai Tien, with a total investment of 3,350 billion VND, demonstrates Thanh Hoa's success in improving its investment and business environment, making it increasingly in-depth, substantive, and effective.

The synchronized investment in transportation infrastructure has boosted the province's socio-economic development.

In line with the Fourth Industrial Revolution, Thanh Hoa province has been focusing its intellect and resources on making science and technology (S&T) a prominent presence in all fields and playing a pivotal role in socio-economic development. According to Nguyen Quoc Uy, Vice Chairman of the Thanh Hoa Union of Science and Technology Associations: “The decisive factor in the development of S&T is not only financial resources, equipment systems, or natural, cultural, and social conditions, but most importantly, human resources and institutions. Therefore, in addition to issuing many programs and plans to encourage and promote the development of S&T, and gradually placing S&T in its rightful position as an important sector, Thanh Hoa has implemented many policies to build a strong foundation in human resources.” The increase in the number of scientific researchers in the province from 4,035 per 10,000 people (in 2021) to 5,025 per 10,000 people (in 2025) is the clearest evidence of this correct direction. The province is also very pleased to have 38 science and technology organizations and 32 enterprises granted science and technology certificates, ranking 4th nationwide.

Thanks to the attention of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, along with the silent dedication and selfless labor of the team of scientists, many modern scientific and technological achievements have been widely applied in agricultural and industrial production, in medical examination and treatment, etc., creating many high-quality products that are competitive in domestic and international markets. The number and funding of approved national-level scientific and technological tasks have increased, creating conditions for the continuous development of science and technology. In particular, with the close guidance of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee, the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo has created fundamental changes, laying the foundation for the sustainable development of the province based on three key pillars in the era of the country's strong rise: science and technology, innovation, and digital transformation.

With its innovative thinking and strategic vision, Thanh Hoa has achieved many encouraging results. This represents new confidence, new momentum, and new impetus, as well as a foundation for the Party Committee, government, and people of all ethnic groups in the province to move forward rapidly and strongly, continuing to affirm its position and leading role as a dynamic economic center in the North Central region, making a worthy contribution to the proud and glorious journey of the nation.
